中化商务有限公司（以下简称“招标机构”）受湖北航天技术研究院总体设计所（以下简称“招标人”）的委托，邀请有兴趣的潜在投标人就高带宽调制信号发生装置项目的下列货物和有关服务提交密封投标：

1. 招标产品的名称、数量、技术规格、资金来源：

高带宽调制信号发生装置项目 1套

技术规格：高带宽调制信号发生装置:主要包含高带宽任意波形发生器、高带宽噪声信号发生器及相关配件

其它详见招标文件。

资金：已落实。

2. 交货地点：武汉。

交货时间：12周。

3. 资质要求：

*①投标人应提供有效的营业执照或营业登记证明文件复印件；

*②境内投标人应提供有效的银行基本账户开户许可证或基本账户信息证明文件复印件。

*③投标人及投标人授权代表及投标人法人代表应无行贿犯罪记录，并提供“无行贿犯罪记录声明”，格式见附件，签字加盖公章。

*④设备制造商具有本次所投标设备近3年（2018年1月1日至今）的销售业绩，并提供业绩清单（清单中应写明产品的名称、合同签订年份、用户名称）。并同时在投标文件中提供投标人或制造商近3年不少于三份本项目类似的合同复印件或中标通知书。

4. 有兴趣的潜在投标人可于2021年8月20日至2021年8月27日，每日9时至17时（北京时间，下同），登录中化商务电子招投标平台（e.sinochemitc.com）办理购标手续。潜在投标人需先进行网上注册（免费）。

Entrusted by the General Design Institute of Hubei Institute of Aerospace Technology (hereinafter referred to as the "Tenderee"), Sinochem Commerce Co., LTD. (hereinafter referred to as the "Tendering Agency") invites interested potential bidders to submit sealed bids for the following goods and related services of the high-bandwidth modulation signal generator project:

1. Name, quantity, technical specifications and source of funds of the products subject to tender:

1 set of high bandwidth modulation signal generator

High bandwidth modulation signal generator: mainly includes high bandwidth arbitrary waveform generator, high bandwidth noise signal generator and related accessories

Funding: in place.

2. Place of delivery: Wuhan.

Delivery time: 12 weeks.

3. Qualification Requirements:

*① The bidder shall provide a copy of the valid business license or business registration certificate;

*② The domestic bidder shall provide the valid basic account opening license or the copy of the basic account information certificate.

*③ The bidder, the authorized representative of the bidder and the legal representative of the bidder shall have no criminal record of bribery, and provide the "Statement of no criminal record of bribery", the format is in the attachment, with signature and official seal.

*④ The equipment manufacturer shall have the sales performance of the bidding equipment in the past three years (from January 1, 2018 to now), and provide the performance list (the list shall indicate the name of the product, the year of signing the contract and the name of the user). At the same time, the bidder or manufacturer should provide at least three copies of similar contracts or notice of winning the bid in the recent three years.

4. Interested potential bidders can log on the e-commerce bidding platform (e.sinochemitc.com) from August 20, 2021 to August 27, 2021, from 9:00 to 17:00 (Beijing time, the same below) every day to handle bidding procedures. Potential bidders must register online (free of charge).

Each set of bidding documents is priced at RMB 1,000 or US $160 and is non-refundable. If the bidding documents are ordered by mail, an additional handling charge (including postage) of RMB 100 or US $20 shall be added. The tenderee shall send the mail order payment (including handling fee) within 3 days after receiving it.

5. All bid documents should be submitted to the following place before 9:00am (Beijing time) on September 13, 2021. The bid opening ceremony is scheduled to be held at 9:00am (Beijing time) on September 13, 2021.
