中化商务有限公司受中国航发沈阳黎明航空发动机有限责任公司委托对下列产品及服务进行国际公开招标。现邀请潜在投标人参加投标。
1. 招标产品的名称、数量、资金来源：
新增数控仿真软件点数 1台
资金来源：自筹资金
2. 资质要求：
*（1）境内投标人须具有有效的营业执照（事业单位需提供事业单位法人证书）、税务登记证或三证合一后的营业执照，并提供有效的证明文件（营业执照等证明文件）；
*（2）投标商需提供软件原产地证明文件；
*（3）投标人必须签订《中国航发黎明供应商廉洁承诺书》，需在投标文件中提供；
*（4）若投标商非软件原厂商，投标商应具有软件原厂商针对本项目的授权书；
3. 交货地点：CIP中国 沈阳桃仙机场。
★交货时间：合同生效后10个月内。
4. 招标文件获取：
4.1凡有意参加投标者，请于2022年09月06日至2022年09月13日，每日09:00至11:30，13:00至17:00（北京时间24小时制，下同）（节假日除外），登录中国航发网上商城电子招投标专区领购电子版招标文件。领购方式如下：
4.2潜在投标人应登录中化商务电子招投标平台（e.sinochemitc.com）注册备案（免费），投标人注册完成后，登录账户，根据招标编号0747-2240SCCZE347，进行网上购买电子版招标文件。标书费、平台使用费及技术支持费总计1000元，售后不退。购买标书发票为网上电子发票(购买标书的凭证)。中化商务电子招投标平台技术支持电话：010-86391277。
4.3潜在投标人注册登录中国航发网上商城电子招投标专区（http://ebid.aecc-mall.com）查找您所参与的项目并上传“购买标书的凭证”，即可下载电子版招标文件。
5. 投标文件的递交
5.1投标文件递交的截止时间（投标截止时间，下同）为2022年09月27日上午09:30（北京时间），电子投标文件须在投标截止时间前从中国航发网上商城电子招投标专区中上传。
5.2逾期送达、不按照招标文件要求加密的电子投标文件，电子招标投标交易平台将予以拒收。逾期送达的、未送达指定地点的或者不按照招标文件要求密封的纸质投标文件，招标人将予以拒收。招标人只接收在投标截止时间前成功上传加密的电子投标文件的投标人递交的纸质投标文件。未成功上传加密的电子投标文件的投标人，其纸质投标文件也将被拒收。
5.3投标人请于递交截止时间前登陆中国航发网上商城电子招投标专区进入投标文件递交页面递交投标文件。投标人的电脑和网络环境应当按照中国航发网上商城电子招投标专区的要求自行准备，因投标人电脑配置或网络环境不符合招标文件要求而导致递交投标文件解密失败的，产生的后果由投标人自行承担。
5.4递交时间截止后，由招标代理机构在中国航发网上商城电子招投标专区上点击启动开标按钮，各投标人在线解密各自投标文件，电子投标文件的解密开始时间为2022年09月27日上午09:30（北京时间）。递交过程记录在案，以存档备查。

2． Qualification requirements：
* (1) The domestic bidder must have a valid business license (the institution shall provide the legal person certificate of the institution), tax registration certificate or the business license after the combination of three certificates, and provide valid supporting documents (business license and other supporting documents);
* (2) The bidder shall provide the certificate of origin of software;
*（3） If the bidder is not the original software manufacturer, the bidder shall have the authorization of the original software manufacturer for the project

The tender document is priced at RMB 1,000 and will not be refunded after the sale.
