1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

催化剂沉降单元 1套

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标将被否决。

4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5) 投标人必须是向招标代理机构报名及下载了招标文件的组织。

6) 投标应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标。

7) 投标人必须是制造商或制造商直接授权的集成商；如为集成商投标，必须提供制造商授权函原件或复印件加盖投标人公章。

8) 业绩要求：

2010年1月1日内至今（以合同签订时间为准）具有 1 套丙烯腈装置催化剂沉降单元运行业绩；

证明材料：投标人需提供相应业绩的用户运行合格的证明文件（包含用户联系人的联系方式）复印件、相应业绩的合同关键页（合同封面、供货范围、合同签字页）复印件并装订在投标文件中，供货范围内容须包含供货数量及规格型号页（包括标明名称及规格（（包括装置规格、设备型号等）信息）、用户名称、用户所在地、投用时间等）及销售合同关键页复印件加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

9) 本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2022年10月24日至2022年10月31日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

5. 所有投标文件应于2022年11月16日9:30时（北京时间）之前递交到以下地点，开标仪式定于2022年11月16日9:30时举行。因疫情防控需要，届时请无法现场参与开标仪式的投标人代表出席线上开标仪式。线上开标仪式将以腾讯会议形式进行，请提前下载腾讯会议软件（免费）。会议ID和会议密码将在开标前3日以邮件形式告知投标人。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following commodity and associated service in the manner of international competitive bidding.

Catalyst Settling Unit 1set

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) The bidder has a valid business license (domestic bidder)/business license certificate (foreign bidder).

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise the bid will be rejected.

4) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

5) The bidder must be the organization that has registered with the bidding agency and downloaded the bidding documents.

6) Bidding shall comply with the following provisions: two or more legal persons whose legal representatives are the same person shall not bid at the same time; The parent company and its wholly owned subsidiary and/or holding company shall not participate in the tender at the same time.

7) Bidders must be manufacturers or integrators directly authorized by manufacturers; If bidding for integrator, original or copy of manufacturer's authorization letter with bidder's seal must be provided.

8) Performance requirements:

From January 1, 2010 to now (subject to the date of signing the contract), it has the operation performance of one set of catalyst settling unit of acrylonitrile unit;

Proof Materials: The bidder shall provide copies of the certificate documents (including the contact information of the user's contact person) and copies of the key pages of the contract (contract cover, scope of supply, contract signature page) of the corresponding performance and bind them in the bidding documents. The scope of supply shall include the page of supply quantity and specifications (including the information indicating name and specifications (including device specifications, equipment models, etc.), user name, user location, time of use, etc.) and the copy of key pages of the sales contract with the bidder's seal. If the relevant performance contract proof materials cannot reflect the above content, in addition to the contract, relevant technical agreements or other proof materials should be provided with the official seal of the bidder and bound in the bidding documents. The copy of the contract is unclear or the copy of the contract is not provided shall be regarded as invalid performance.

9) Consortium bidding is not accepted for this project.
