| 投标人应具备的资格或业绩：1、投标人必须是所投设备中机器人平台制造商或代理商，若投标人为代理商，则需提供以下材料之一： 1) 制造商直接出具的授权书； 2) 制造商关联公司出具的授权书（关联公司指制造商控股或被控股公司，或与制造商从属于同一集团的公司，需提供有效的关联关系证明）； 3) 制造商授权的区域经销商出具的授权书（需提供有效的区域经销商证明材料）； 否则其投标将被否决。 2、1) 中国关境内（不含港澳台地区）的投标人须提供以下证明文件： ①营业执照或事业单位法人证书或其他依法登记的证明材料； ②投标货物制造商在有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书； 2) 中国关境外（含港澳台地区）的投标人须提供以下证明文件： ①有效的经营许可证明文件； ②投标货物制造商在有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书。 3、业绩要求： 本项目机器人平台同品牌制造商近5年须具有不少于1份本项目招标范围类似项目（悬挂升降平台相关）的业绩。须提供2017年1月1日至投标截止时间包含本项目机器人平台同品牌的至少1份与本次招标同类（悬挂升降平台相关）的合同协议书作为证明材料，合同须体现合同签订时间、销售产品内容和合同签订双方及合同双方签章页，否则将按无效证明材料处理。 4、1) 中国关境内（不含港澳台地区）的投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明； 2) 中国关境外（含港澳台地区）的投标人应当提供在开标日前3个月内由其开户的银行开具的银行资信证明。 |

| 3.Qualification Requirements For Bidder |
| Qualifications or Performance：1、The bidder must be the manufacturer or agent of the robotics platform in the equipment submitted. One of the following information must be provided in case that the bidder is an agent: 1) Letter of authorization directly issued by the manufacturer; 2) Letter of authorization issued by the manufacturer's affiliated companies (affiliated companies refer to the manufacturer's holding or held companies, or companies subordinate to the same group with the manufacturer, valid proof of affiliation should be provided); 3) Letter of authorization issued by the regional distributor authorized by the manufacturer (valid regional distributor certification materials should be provided); Otherwise, its tender will be rejected. 2、1) For bidders within China Customs (excluding Hong Kong, Macao and Taiwan), the following documentary proof must be provided: ① Business license or certificate of legal entity of the institution or other certification materials of registration according to law; ② ISO9001 quality management system certification or other equivalent quality system certification of the manufacturer of the bidding goods within the validity period; 2) For bidders outside China Customs (including Hong Kong, Macao and Taiwan), the following documentary proof must be provided: ① Valid business license documents; ② ISO9001 quality management system certification or other equivalent quality system certification of the manufacturer of the bidding goods within the validity period. 3、Performance requirements: This project robotics platform with the same brand manufacturer in the last 5 years should have the performance of not less than 1 copy of the project tendering scope of similar projects (related to suspension lifting platform). At least one contract agreement of the same brand including the robotics platform of this tender (related to suspension lifting platform) from January 1, 2017 to the bidding deadline should be provided as certification materials. The contract must reflect the signing time of the contract, the content of the products sold, both parties to the contract and the signature pages of both parties, otherwise it will be treated as invalid certification materials. 4、1) The domestic bidder (excluding Hong Kong, Macao and Taiwan) shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening; 2) The foreign bidder (including Hong Kong, Macao and Taiwan) shall provide the bank reference letter from the bank, issued within three months prior to the time of bid opening. |
