1. 中化商务有限公司(招标代理机构)受中化能源科技有限公司上海分公司(招标人)委托,以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标:
丙烯腈项目离心制冷机组 两套(位号:2562-01-K-1850A/B)
2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
*3. 对投标人的资质业绩要求:
1) 投标人具有有效的营业执照/企业经营许可证明文件;本项目接受制造商或制造商所属集团的销售分支机构直接投标;
证明材料(装订在投标文件中):投标人需提供①:营业执照/企业经营许可证明文件;②制造商资格声明加盖投标人公章;若为制造商所属集团的销售分支机构投标,需提供投标人与制造商的关系证明材料加盖投标人公章,视为制造商投标,投标时可提供制造商的资质证书及业绩作为证明材料。
2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。
3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题,否则其投标也将被否决。
4) 投标人在投标前需在中国国际招标网(以下简称“招标网”,网址:http:// www.chinabidding.com)成功注册。
5) 资质要求:
①有效的ISO9000质量管理体系认证证书或同等质量体系认证证书;
②有效的ISO14000环境管理体系认证证书或同等环境管理体系认证证书;
③有效的ISO45001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书;
证明材料:需提供有效的资质证书复印件加盖投标人公章。
6) 业绩要求:
2012年1月1日至今(以签订合同为准),投标人至少具有2台单台制冷量≥12000(KW) 运行满1年的汽轮机驱动的丙烯制冷机组成套产品的运行业绩;
投标人需提供相应业绩的用户运行合格满1年的证明文件(至少包含投用时间、用户联系人及联系方式)、相应业绩的合同关键页(合同封面、供货范围、合同签字页)复印件加盖投标人公章并装订在投标文件中,供货范围内容须包含供货数量及规格型号页(需包括机组型号、制冷量、驱动方式、工艺介质、吸气及排气压力、功率等)信息,若相应业绩合同证明材料无法体现上述内容,则除了合同外,还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中,合同复印件不清晰或不提供合同复印件均视为无效业绩。
7) 本项目不接受联合体投标。
注:招标人和评标委员会保留审查原件的权利,如发现以上资质证书、业绩及相关资料造假的,作否决投标处理。
4. 有兴趣的潜在投标人可于2022年10月27日至2022年11月3日每天(节假日除外)8:30至17:00时(北京时间)在下列地点网上报名和下载招标文件,平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

特别注意:

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following commodity and associated service in the manner of international competitive bidding.
Acrylonitrile Project Centrifugal Refrigeration Unit 2 sets (No.: 2562-01-K-1850A/B)
(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:
1) The bidder has a valid business license/business license certificate; This project accepts direct bidding from the manufacturer or the sales branch of the manufacturer's group;
Supporting materials (bound in the bidding documents) : The bidder shall provide ① : business license/business license certificate; ② Manufacturer's qualification statement with the bidder's seal; If the bidder is a sales branch of the group to which the manufacturer belongs, the bidder shall provide evidence of the relationship between the bidder and the manufacturer with the official seal, which shall be regarded as the manufacturer's bid. The qualification certificate and performance of the manufacturer can be provided as proof materials during the bidding.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.
3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.
4) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.
5) Qualification Requirements:
① A valid ISO9000 quality management system certification or equivalent quality system certification;
② An effective ISO14000 environmental management system certification certificate or equivalent environmental management system certification certificate;
③ An effective ISO45001 occupational health and safety management system certification or equivalent occupational health and safety management system certification;
Certification materials: a valid copy of the qualification certificate with the bidder's official seal shall be provided.
6) Performance requirements:
From Jan. 1st, 2012 to the present (subject to the contract), the bidder shall have at least 2 sets of turbine driven propylene refrigerator components with single cooling capacity ≥12000(KW) which have been in operation for one year;
The bidder shall provide the certificate documents (including at least the time of operation, the contact person and contact information of the user) and the copy of the key pages of the contract (the cover of the contract, the scope of supply and the signature page of the contract) of the corresponding performance, affixed with the bidder's official seal and bound in the bidding documents. Content of the scope of supply shall include supply quantity and specifications page (including the unit model, refrigerating capacity, drive mode, the craft is medium, suction and exhaust pressure and power, etc.), if the corresponding performance of the contract documents cannot reflect the above content, in addition to the contract, shall provide the relevant technical agreement or other proof build official seal of the bidder binding in the bidding documents, Unclear copy of the contract or failure to provide a copy of the contract shall be regarded as invalid performance.
7) The Joint Venture bidding shall not be accepted in this bidding project.
Note: The tenderee and the bid evaluation committee reserve the right to review the original documents. If the above qualification certificates, performance and related information are found to be falsified, the bid will be rejected.
4. Interested bidders can register and download the bidding documents online from 8:30 AM to 17:00 PM (Beijing time) every day from Oct. 27th, 2022 to Nov. 3rd, 2022 (except holidays). The platform usage fee and technical support fee is RMB 2000 or USD 300. Bidders that has not registered and downloaded the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.

How to obtain: log in to e.sinochemitc.com to obtain the tender document (electronic version) of this project. Potential bidders need to register online (free of charge) and pay for the use of the platform and technical support fee online. After successful payment, they can download the bidding documents and VAT electronic general invoice.
After obtaining the bidding documents, the bidder shall log in the SCM platform of Sinochem Energy Procurement supply Chain (https://scm.sinochem.com) for registration (free of charge), upload the bidding documents to obtain vouchers (invoices), and click the bidding documents to download on the SCM platform after the review. 5. All Bids must be delivered to the following address before 9:30 a.m., Nov., 17th, 2022(Beijing time). Time for bid opening ceremony is 9:30 a.m., Nov., 17th, 2022 (Beijing time), the representatives of the bidders are kindly requested to be present at the time.

Also note:
① The bidding documents (paper documents + electronic documents) shall be sealed according to the requirements of the bidding documents and delivered or posted to the bid opening place before the deadline, otherwise the bid will not be received;
② The bidder shall input the quotation of this project into the SCM system and upload the electronic version of the bidding document to the SCM platform of Sinochem Energy procurement supply chain (https://scm.sinochem.com) before the deadline for bidding. The supplier shall obtain the "Bid Receipt" as the mark of the completion of the whole process.
③ When the electronic document is inconsistent with the paper document, the paper document shall prevail.
