对投标人的资质业绩要求：
投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。
投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。
投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。
投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。
本项目接受制造商或代理商投标，一个制造商对同一品牌的货物，仅能委托一个代理商参加投标；如为代理商投标，需提供针对本项目货物的唯一授权函原件或复印件加盖投标人公章并装订在投标文件中，且投标时可提供制造商的业绩作为证明材料。
业绩要求：
2017年1月1日至今（以签订合同为准），投标人或投标人所投产品的制造商在中华人民共和国境内应具有MMA装置ACH尾气增压风机、MMA装置尾气风机至少各2台运行满1年的业绩；
证明材料：投标人需提供相应业绩的用户运行合格的证明文件（包含用户联系人和联系方式）复印件、相应业绩的合同关键页（合同封面、供货范围、合同签字页）或合同复印件并装订在投标文件中，供货范围内容须包含供货数量及规格型号页（包括标明名称及规格、风机名称、风机型号、工艺介质、进口及出口压力、入口流量等）及销售合同关键页复印件加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。
本项目不接受联合体投标。
注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

2. Interested Potential bidders may obtain further information and refer to Bidding

*3. Qualification and Performance requirements to the bidders:
1) The bidder must have a valid business license or business license certificate.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.
3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.
4) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.
5) The bidder must be the manufacturer or the agent, and one manufacturer can only entrust one agent to participate in the bidding for the goods of the same brand; if it is an agent, the original or copy of the sole authorization letter for the goods of this project shall be provided, stamped with the official seal of the bidder and bound in the bidding documents, and the qualification certificate and performance of the manufacturer can be provided as supporting materials when bidding.
6) Performance requirements：
From January 1st, 2017 to the present (subject to the signing of the contract), the bidder or the manufacturer of the products offered by the bidder shall have at least two sets operation performances each of ACH tail gas booster blowers and tail gas blowers of MMA device ,and which are operating for at least one year in the People's Republic of China;
Supporting materials:
The bidder shall provide the copies of the user's operation qualification certificate (including the user's contact person and contact information) with corresponding performance, the key pages of the contract with corresponding performance (contract cover, scope of supply, contract signature page) or the copies of the contract and bind them in the bidding documents. The scope of supply shall include the supply quantity, specification and model page (including the name and specification, fan name, fan model, process medium, inlet and outlet pressure, inlet flow, etc.)And a copy of the key pages of the sales contract shall be affixed with the official seal of the bidder. If the supporting materials of the corresponding performance contract cannot reflect the above contents, in addition to the contract, relevant technical agreements or other supporting materials shall be provided and bound in the bidding documents with the official seal of the bidder. If the copy of the contract is not clear or no copy of the contract is provided, it shall be deemed as invalid performance.
7) The Joint Venture bidding shall not be accepted in this bidding project.
The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.
4. Interested bidders can register and download the bidding documents (electronic version) online from 8:30 AM to 17:00 PM (Beijing time) every day from Jan.13th, 2023 to Jan. 20th, 2023 (except holidays). The fee for platform use and technical support is RMB 2000 or USD 300. Bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
