1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：污水预处理站（含随机备品备件）1套，详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 投标人应遵守《中华人民共和国招标投标法》及其他有关的中国法律和法规；

4) 投标人必须是向招标机构获取了招标文件的组织；

5) 投标应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；

6) 信誉要求：

① 2019年1月1日至今，投标人在“信用中国”网站（www.creditchina.gov.cn）查询没有失信记录；

证明材料：投标人需提供相关网页截图装订在投标文件中；

② 2019年1月1日至今，投标人在“国家企业信用信息公示系统”（http://www.gsxt.gov.cn）没有被列入严重违法失信企业名单；

③ 未被列入中国中化供应商黑名单库（名单以投标截止时间为准）；

7) 本次招标只接受生产商/制造商/成套商投标，不接受代理商投标，不接受流通商投标，不接受投标人组成联合体投标；

8) 业绩要求：

投标人在2017年1月1日至今（以合同签订时间为准），在国内具有1套丙烯腈装置污水预处理成套供货且投入运行的业绩。

证明材料：

①投标人为生产商/制造商的，应提供商务合同和技术协议复印件（其内容至少应包括项目名称、污水处理工艺类型、设备名称、设备规格以及签署和盖章页、交货时间、使用单位联系人和联系电话等）。

②投标人为成套商的，应提供含丙烯腈污水预处理工艺（采用低氧生化工艺，核心设备为可提升曝气软管）技术授权文件和技术授权方的商务合同和技术协议复印件（其内容至少应包括项目名称、污水处理工艺类型、设备名称、设备规格以及签署和盖章页、交货时间、使用单位联系人和联系电话等，即技术授权方的业绩视为投标人业绩）。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2023年1月17日至2023年1月31日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding: One set of Sewage pretreatment station (including Spare Parts for Erection and Commission).

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder shall comply with the Bidding and Tendering Law of the People's Republic of China and other relevant Chinese laws and regulations.

4) The bidder must be an organization that has obtained the bidding documents from the tendering agency.

5) Bids shall comply with the following provisions: two or more legal persons whose legal representatives are the same person shall not bid at the same time; a parent company and its wholly owned subsidiary and/or holding company shall not participate in the bidding at the same time.

6) Requirements for credits:

① From January 1, 2019 to the present, the bidder has no credit failure record in the "Credit China" website (www.creditchina.gov.cn).

7) The bid will be accepted only from producers/manufacturers/setters, not from agents or distributors, and the Joint Venture bidding shall not be accepted in this bid.

8)Requirements of Performance：

The bidder has one set of acrylonitrile plant sewage pretreatment set supplied and operated in China since January 1, 2017 ( subject to contract signing time).

Supporting materials:

① If the bidder is a producer/manufacturer, a copy of the business contract and technical agreement shall be provided ( the content shall at least include the project name, type of sewage treatment process, equipment name, equipment specifications and the signature and seal page, delivery time, contact person and contact number of the user, etc.).

②If the bidder is a set supplier, it is necessary to provide acrylonitrile sewage pretreatment process (using low-oxygen biochemical process, the core equipment is liftable aeration hose) technical authorization documents and copies of business contracts and technical agreements of the technical authorizer (the content shall at least include the project name, type of sewage treatment process, equipment name, equipment specifications and signature and seal page, delivery time, contact person and contact number of the unit used, etc., i.e. the performance of the technical authorizer is considered as the performance of the bidder).

The tenderee and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4. Interested bidders can register and download the bidding documents (electronic version) online from 8:30 AM to 17:00 PM (Beijing time) every day from Jan. 17th, 2023 to Jan. 31st, 2023 (except holidays).
