中化商务有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2023-03-07在中国国际招标网公告。 本次招标采用传统招标方式，现邀请合格投标人参加投标。
1、招标条件项目概况：项目选址在辽宁省盘锦市辽东湾新区，建设规模主要为1500万吨/年炼油、165万吨/年乙烯、200万吨/年对二甲苯，下游规划有乙烯和丙烯产品链等。资金到位或资金来源落实情况：已落实项目已具备招标条件的说明：已完成项目备案，商务、技术文件已确定，具备招标条件。

3、投标人资格要求投标人应具备的资格或业绩：
投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；
投标人必须是制造商，本项目不接受代理商投标；
2012年1月1日至投标文件递交截止时间前7日（时间以合同签订时间为准），投标人应具有在加氢装置中最大综合活塞力（压应力）不小于1500KN且电机功率不小于7000KW往复式压缩机的运行业绩。请同时提供（1）验收报告或其它证明其运行文件（须能体现装置名称、使用方签字或盖章、投用时间）（2）销售合同复印件关键页，须能体现合同签订时间、装置名称、货物名称、数量、技术参数签字盖章页。若合同不能体现技术参数，可同时提供签字版技术附件。 若投标人提供的运行证明材料、所出具的合同不满足上述全部要求，则视为没有业绩；
投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件；
本项目不接受联合体投标。

3.Qualification Requirements For Bidder
Qualifications or Performance：1.The bidder has a valid business license (domestic bidder)/operation license (foreign bidder), and a copy of the corresponding certificate is required;2.The bidder must be a manufacturer, the equipment agent is unaccepted for this bidding;3.From January 1, 2012 to the 7 days before the deadline for bidding submisson (the time is subject to the signing of the contract), the bid shall have performance of reciprocating compressor which is both the maximum combined piston force is no less than 1500KN and motor power is no less than 7000KW in hydrogenation unit. Please provide both (1) acceptance report or other documents to prove its operation. (reflect the name of the device, the signature or seal of user, and the time of commissioning), and (2) a copy of the key pages of sales contract, which must reflect time of contract signing, the name of the plant, name of goods, quantity, technical specification, and signing/stamping page. If the contract does not reflect the technical parameters, the technical attachments signed by manufacturer and user can be provided. If the performance table provided in the bidding documents and the contract issued by the bidder do not meet all the above requirements, it will be deemed to have no performance;4.The Bidder shall provide the bank reference letter issued within three 3 months prior to the time of bid opening in original or its copy;5.The consortium will not be accepted.
