| 3、投标人资格要求 |
| 投标人应具备的资格或业绩：1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。 2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。 3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。 4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。 5) 投标人必须是制造商或制造商的销售分支机构； 证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。 6) 资质要求： ①有效的ISO9000质量管理体系认证证书或同等质量体系认证证书； ②有效的ISO14000环境管理体系认证证书或同等环境管理体系认证证书； ③有效的ISO45001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书； 证明材料：需提供有效的资质证书复印件加盖投标人公章。 7) 业绩要求（同时满足）： （1）2017年1月1日至今（以合同签订时间为准），投标人所投产品应至少具有5台在丙烯腈项目的液环真空泵（泵头为原厂生产）的运行满1年的业绩。 （2）2017年1月1日至今（以合同签订时间为准），投标人所投产品至少具有1台在丙烯腈装置精制单元脱氢氰酸塔真空泵（介质中氢氰酸含量不低于30%、进出口接管压力等级满足300LB）的运行满1年的业绩。 证明材料：投标人需提供相应业绩的运行合格的证明文件（至少包含用户联系人及联系方式）、相应业绩的合同关键页（合同封面、供货范围、合同签字页）或合同复印件并装订在投标文件中，供货范围内容须包含供货数量及规格型号页（（包括泵型、材质、流量、扬程、介质等）信息）、用户名称、用户所在地、投用时间、装置及规模等）及销售合同关键页复印件加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议（含数据表）或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。 8) 本项目不接受联合体投标。 招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。 |

| 3.Qualification Requirements For Bidder |
| Qualifications or Performance：1) The bidder must have a valid business license or business license certificate. 2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date. 3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected. 4) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding. 5) The bidder must be the manufacturer or the sales branch of the manufacturer. Supporting materials (bound in the bid document): the bidder must provide the manufacturer's qualification statement stamped with the bidder's official seal; if the bid is for the manufacturer's sales branch, the bidder must provide proof of the relationship between the bidder and the manufacturer stamped with the bidder's official seal, which is considered as the manufacturer's bid, and the manufacturer's qualification certificate and performance can be provided as supporting materials when bidding. 6) Qualification requirements. ① valid ISO9000 quality management system certification or equivalent quality system certification. ②valid ISO14000 environmental management system certification or equivalent environmental management system certification. ③ valid ISO45001 occupational health and safety management system certification or equivalent occupational health and safety management system certification. Supporting materials: a copy of the valid qualification certificate must be provided with the official seal of the bidder. 7) Performance requirements(Meet both)： (1) January 1, 2017 to present (subject to contract signing time), the bidder's products should have at least 5 sets of liquid ring vacuum pumps (pump head produced by the original manufacturer) in the acrylonitrile project for a full year of operation. (2) January 1, 2017 to present (subject to contract signing time), the bidder's products have at least 1 set of vacuum pump with 1 year of operation in dehydrocyanic acid tower of the acrylonitrile plant refining unit (the content of hydrocyanic acid in the medium is not less than 30%, and the pressure level of import and export receiver meets 300LB). Supporting materials: The bidder must provide the qualified operation documents of corresponding performance (including at least the user contact person and contact information), the corresponding contract key page (contract cover, scope of supply, contract signature page) or a copy of the contract and bound in the bid document, the scope of supply must contain the supply quantity and specification page (including pump type, material, flow, head, medium, etc.) information, user (name, user location, commissioning time, device and size, etc.) and a copy of the key page of the sales contract with the bidder's official seal. If the corresponding performance contract supporting materials can not reflect the above content, in addition to the contract, the bidder must also provide the relevant technical agreement (including data sheet) or other supporting materials with the bidder's official seal bound in the tender documents, the contract copy is not clear or do not provide a copy of the contract are considered invalid performance. 8) The Joint Venture bidding shall not be accepted in this bidding project. The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected. |
