1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

（1）通过本次招标，按投标人的综合得分排名选取排名第一的投标人作为本项目中标人，签订采购框架协议。确定中标人后，招标人将授予其《中标通知书》，并与其签署框架协议；本项目框架协议有效期自协议签订生效之日起至中化能源泉州基地产业升级项目工程建设期结束。

（2）投标人应按照招标文件要求，充分考虑项目现场所在地地理位置及项目实施的实际情况，对招标人拟采购的标的物进行综合单价报价，其价格包括但不限于生产、包装、运输、税金等费用。

（3）招标人对签署的《框架协议》内中标人的实际采购量不作任何保证，每一批次采购的具体数量及交货时间以招标人向中标人另行下达的书面《采购订单》为准，中标人不得因实际采购数量的调整而向招标人提出索赔。

（4）招标人根据实际需求向中标人发出《采购订单》的实际采购量将参考其实际交货及时性、货物及相关服务质量等情况。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5) 投标人必须是制造商或制造商的销售分支机构或集成商；

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料；若为集成商投标，需提供集成商资格声明加盖投标人公章。

6) 制造商或集成商资质要求（其中一方具有即可）：

①有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；

证明材料：需提供有效的资质证书复印件加盖投标人公章。

7) 业绩要求（同时满足）：

① 2017年1月1日至今（以签订合同为准），投标人所投产品在中华人民共和国境内至少具有丙烯腈或ABS项目2台磁力泵（介质含氢氰酸）的销售业绩；

② 2017年1月1日至今（以签订合同为准），投标人所投产品在中华人民共和国境内至少具有2台硫酸泵的销售业绩；

证明材料：投标人在投标文件中须提供符合上述条件的相关业绩合同关键页（合同封面、供货范围、合同签字页），供货范围内容须包含供货数量及规格型号（包括泵型、流量、扬程、介质等信息）、用户名称、用户所在地、投用时间等），并加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

8) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2023年3月31日至2023年4月10日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(1) Through this tender, the first ranked bidder will be selected as the successful bidder for this project according to the overall score ranking of the bidders and a procurement framework agreement will be signed. After the winner is confirmed, the bidder will be awarded the "Notice of Award" and sign the framework agreement ; The term of the Project Framework Agreement shall be from the effective date of the agreement to the end of the construction period of Sinochem Energy Quanzhou Base Industrial Upgrading Project.

(2) The bidder shall, in accordance with the requirements of the bidding documents and with full consideration of the geographical location of the project site and the actual situation of the project implementation, make a total unit price offer for the subject goods to be procured by the bidder, the price of which includes but is not limited to production, packaging, transportation, taxes and other costs.
(3) The bidder does not guarantee the actual procurement quantity of the successful bidder within the signed Framework Agreement, and the specific quantity and delivery time of each batch of procurement shall be subject to the written Purchase Order separately issued by the bidder to the successful bidder, and the successful bidder shall not make any claim to the bidder due to the adjustment of the actual procurement quantity.
(4) The actual procurement quantity of the Purchase Order issued to the successful bidder by the tenderee according to the actual demand will refer to its actual delivery timeliness, quality of goods and related services, etc.

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

4) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

5) The bidder must be the manufacturer or the sales branch of the manufacturer or the integrator.

Supporting materials (bound in the bid document): the bidder must provide the manufacturer's qualification statement stamped with the bidder's official seal; if the bid is for the manufacturer's sales branch, the bidder must provide proof of the relationship between the bidder and the manufacturer stamped with the bidder's official seal, which is considered as the manufacturer's bid, and the manufacturer's qualification certificate and performance can be provided as supporting materials when bidding; If the bidder is an integrator, the qualification statement of the integrator shall be provided and affixed with the official seal of the bidder.

6) Qualification requirements of the manufacturer or integrator (one of them is enough):

① valid ISO9000 quality management system certification or equivalent quality system certification.

Supporting materials: a copy of the valid qualification certificate must be provided with the official seal of the bidder.

7) Performance requirements(Meet both)：

(1) January 1, 2017 to present (subject to contract signing time), the bidder's products should have the sales performance of at least 2 sets of Magnetic pump (the medium contains hydrocyanic acid) for acrylonitrile or ABS projects in the People's Republic of China;

(2) January 1, 2017 to present (subject to contract signing time), the bidder's products have the sales performance of at least 2 sulfuric acid pumps in the People's Republic of China.

Supporting materials: The bidder shall provide the key pages (contract cover, scope of supply, contract signature page) of relevant performance contracts that meet the above conditions in the bidding documents. The scope of supply shall include the quantity, specification and model of the supply (including pump type, flow, lift, medium and other information), user name, user location, time of operation, etc.), and shall be stamped with the official seal of the Tenderer.If the supporting materials of the corresponding performance contract cannot reflect the above contents, in addition to the contract, the relevant technical agreement or other supporting materials shall be provided and bound in the bidding documents with the official seal of the bidder. If the copy of the contract is not clear or no copy of the contract is provided, it shall be deemed as invalid performance.

8) The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4. The fee for platform use and technical support is RMB 2000 or USD 300. Bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
