1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

螺杆冰机 两套（设备位号：2562-06-K-1001A/B）

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5) 投标人必须是制造商或制造商的销售分支机构；

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。

6) 资质要求：投标人具有有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；

证明材料：需提供有效的资质证书复印件加盖投标人公章。

7) 业绩要求：

2017年1 月1 日至今（以签订合同为准），投标人在石油化工或煤化工项目至少具有2台螺杆制冷机组成套产品（单台制冷量≥2500(KW)，制冷剂为R507）运行满1年的业绩。

证明材料：投标人需提供相应业绩的运行合格的证明文件（至少包含用户联系人及联系方式）、相应业绩的合同关键页（合同封面、供货范围、合同签字页）复印件加盖投标人公章并装订在投标文件中，供货范围内容须包含供货数量及规格型号信息（包括机组型号、制冷量等），若相应业绩合同证明材料无法体现上述内容，则除合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

8) 本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2023年4月6日至2023年4月13日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following commodity and associated service in the manner of international competitive bidding.

Screw Refrigeration Compressor 2 sets (No.: 2562-06-K-1001A/B)

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have valid business license (domestic bidder)/business license certificate (foreign bidder).;

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

4) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

5) The bidder must be the manufacturer or the manufacturer's sales branch;

Certification materials (bound in the bid document): The bidder shall provide manufacturer's qualification statement with the bidder's official seal; If the bidder bids for the sales branch of the manufacturer, it shall provide the proof materials of the relationship between the bidder and the manufacturer with the official seal of the bidder, which shall be regarded as the manufacturer's bid. The manufacturer's qualification certificate and performance can be provided as proof materials during the bid.

6) Qualification requirements: The bidder shall have valid ISO9000 quality management system certification certificate or equivalent quality system certification certificate;

Certification materials: A copy of the valid qualification certificate shall be provided with the bidder's official seal.

7) Performance requirements:

The bidder shall have at least two screw refrigerating machines (single refrigerating capacity ≥2500(KW), with R507 refrigerant) running for at least one year in the petrochemical or coal-chemical project from January 1, 2017 (subject to the signing of the contract).

Supporting materials: The bidder shall provide the certificate of operation qualification of the corresponding performance (including at least the user's contact person and contact information), the copy of the key pages of the contract (contract cover, scope of supply, contract signature page) of the corresponding performance with the bidder's official seal and binding in the bidding document. The content of the scope of supply shall include the supply quantity, specifications and model information (including unit model, refrigeration capacity, etc.). If the relevant performance contract certification materials cannot reflect the above contents, in addition to the contract, the relevant technical agreement or other certification materials shall be provided, affixed with the official seal of the bidder and bound in the bidding document. If the copy of the contract is not clear or the copy of the contract is not provided, it will be deemed as invalid performance.

8) The Joint Venture bidding shall not be accepted in this bidding project.

Note: The tenderee and the bid evaluation committee reserve the right to review the original documents. If the above qualification certificates, performance and related information are found to be falsified, the bid will be rejected.

4. Interested or invited potential bidders may purchase Bidding Documents from Apr., 6th, 2023 to Apr., 13th, 2023 from 09:00AM to 17:00PM (Beijing time) everyday except for weekends and holiday, the price of each complete set of bidding document is RMB 2000 or USD 300 and the payment is non-refundable.
