中化商务有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2023-04-27在中国国际招标网公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。

3、投标人资格要求
投标人应具备的资格或业绩:1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。
2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。
3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。
4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。
5) 投标人必须是制造商。

6) 资质要求：
①有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；
②有效的ISO14000环境管理体系认证证书或同等环境管理体系认证证书；
③有效的ISO45001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书；
证明材料：需提供有效的资质证书复印件加盖投标人公章。
7) 业绩要求：
2017年1月1日至今（以合同签订时间为准），投标人应至少具有1套丙烯腈装置反应气体冷却器在线清堵成套系统的销售业绩，且采用自有专利技术。
证明材料：投标人需提供自有专利证明材料、相应业绩的合同关键页（合同封面、供货范围、合同签字页）或合同复印件加盖投标人公章并装订在投标文件中，供货范围内容须包含供货数量及规格型号页、用户名称、用户所在地、投用时间、装置及规模、技术工艺说明等。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。
8) 本项目不接受联合体投标。
招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder must have a valid business license or business license certificate.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.
3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

From January 1, 2017 to the present (subject to contract signing time), the bidder shall have at least one set of sales performance of online clearing package system for the reaction gas cooler of acrylonitrile plant, and use the bidder's own patented technology.
