二、项目概况和招标范围

三、投标人资格要求

1)投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）；

2)投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；

3)投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册；

4)法定代表人为同一个人的两个或两个以上法人不得同时报价；母公司与其全资子公司和/或控股公司不得同时参加报价；

5)本项目境内投标人只接受制造商投标，境外投标人接受制造商或代理商投标。代理商投标时须具有制造商出具的有效授权文件； 证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为代理商投标，投标人需提供制造商向投标人出具的有效授权文件；

6)信誉要求： ①2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“中国执行信息公开网”网站或各级信用信息共享平台中未列入失信被执行人名单； 证明材料：投标人需提供“中国执行信息公开网”（http://zxgk.court.gov.cn）（或各级信用信息共享平台）和“国家企业信用信息公示平台”（http://www.gsxt.gov.cn）截图加盖投标人公章并装订在投标文件中； ②2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标将被否决； 证明材料：投标人须提供承诺函加盖投标人公章装订在投标文件中； ③投标人未被列入中国中化供应商黑名单库（其中黑名单的生效时间至失效时间应涵盖投标截止时间）；

7)业绩要求：2015年1月1日至今（以合同签订时间为准），投标产品（指C型球阀）具有丙烯腈项目10台或以上的良好应用业绩； 证明材料：需提供相应业绩合同复印件，须包含合同封面、合同签章页、供货范围表（供货范围表中至少包含合同号、物资名称、规格型号、数量等信息），并提供该设备所在项目运行情况说明（含项目联系人及联系方式，需用户盖章，供业主复核），上述材料均需加盖投标人公章装订在投标文件中。

8)本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have valid business license (domestic bidder)/business license certificate (foreign bidder).;

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) Two or more legal persons whose legal representatives are the same person shall not quote at the same time; The parent company and its wholly-owned subsidiaries and/or holding companies may not quote at the same time;

5) Domestic bidders only accept bids from manufacturers. Overseas bidders accept bids from manufacturers or agents. Agents must have a valid authorization document issued by the manufacturer;

Certification materials (bound in tender documents): Bidders shall provide a declaration of qualification from the manufacturer and stamped with the bidder's official seal; If bidding as an agent, the bidder shall provide a valid authorization document issued by the manufacturer to the bidder;

6) Reputation requirements:

(1) Since January 1, 2020, domestic bidders have not been included in the list of seriously illegal and untrustworthy enterprises or listed in the list of abnormal operations in the national enterprise credit information publicity system, and have not been included in the list of untrustworthy persons subject to enforcement on the "China Enforcement Information Disclosure Network" website or credit information sharing platforms at all levels;

(3) The bidder is not included in the Sinochem supplier blacklist database (wherein the effective time of the blacklist to the expiration time should cover the bidding deadline);

7) Performance requirements:

since January 1, 2015 (subject to the time of signing the contract), the bidding product (C-type ball valve) has a good application performance of 10 or more sets at acrylonitrile projects;

Supporting materials: a copy of the corresponding performance contract is required, including the contract cover, contract signature page, supply scope table (the supply scope table contains at least the contract number, product name, specification model, quantity, etc.), and provide a description of the operation of the project where the product is applicated (including project contact and contact information, which needs to be stamped by the user for review by the owner), and the above materials need to be stamped with the official seal of the bidder and bound in the bidding documents.

8) The Joint Venture bidding shall not be accepted in this bidding project.

Note: The tenderee and the bid evaluation committee reserve the right to review the original documents. If the above qualification certificates, performance and related information are found to be falsified, the bid will be rejected.

4.
