投标人应具备的资格或业绩:1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。 2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。 3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。 4) 信誉要求： ① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中未列入失信被执行人名单。 证明材料：投标人需提供“信用中国”（www.creditchina.gov.cn）和“国家企业信用信息公示平台”（http://www.gsxt.gov.cn），截图加盖投标人公章并附在投标文件中。 ② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。 证明材料：投标人须提供承诺函。 ③ 投标人未被列入中国中化、中化能源股份有限公司及中化泉州石化有限公司供应商黑名单库（名单以投标截止时间为准）； 5) 投标人必须是制造商。 证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章。 6) 业绩要求： 2017年1月1日至今（以合同签订时间为准），投标人具有1套废酸再生装置再生炉燃烧器系统（每套不低于3台燃烧器）良好运行的业绩。 证明材料： a.投标人必须提供相应业绩的合同、技术附件等，其内容至少应包括项目名称、用户名称、规格型号参数、签订日期以及签署和盖章页等。同时提供用户联系人、联系电话。合同、技术附件等证明文件不清晰或未提供均视为无效证明。 b. 投标人必须提供最终用户的运行合格证明材料（加盖用户公章）。 以上证明材料需提供原件备查。 7) 本项目不接受联合体投标。
