3、投标人资格要求

投标人应具备的资格或业绩：1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；2) 投标人必须是制造商，本项目不接受代理商投标；3) 自2010年1月1日起至投标文件递交截止时间前7日止（以合同签订时间为准），投标人在装置规模不小于45万吨/年聚烯烃装置中具有至少两台隔膜式氢气压缩机的制造业绩。请提供业绩表，并出具销售合同复印件（须能体现合同签订时间、装置名称、装置规模、装置类型、货物名称、数量、签字盖章页），若合同不能体现设备型式，可同时提供相关配套证明材料。若投标人投标文件提供的材料不满足上述全部要求，则视为没有业绩；4) 投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件；5) 本项目不接受联合体投标。

3.Qualification Requirements For Bidder

Qualifications or Performance：1）The bidder has a valid business license (domestic bidder)/operation license (foreign bidder), and a copy of the corresponding certificate is required;2）The bidder must be a manufacturer; the equipment agent is unaccepted for this bidding;3）From January 1, 2010 to the 7 days before the deadline for bidding submission (the time is subject to the signing of the contract), the bidder who has performance of 2 sets Hydrogen Compressor which is diaphragm type in the scale of not less than 450,000 tons/year of Polyolefin unit. Please provide the performance sheet and a copy of sales contract (including at least time of signing the contract, the scale and name of plant, the type of equipment, the name and number of goods, and the signature and seal pages). If contract cannot reflect the type of equipment, bidder can also provide relevant supporting materials. If the supporting materials provided by the bidder do not meet all the above requirements, it will be regarded as no performance.4）The Bidder shall provide the bank reference letter issued within three 3 months prior to the time of bid opening in original or its copy;5）The consortium will not be accepted.
