3. 投标人资格要求
3.1投标人必须是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区的制造商。
3.2投标人须提供营业执照（营业登记类证明文件）或经营许可证明文件的复印件。
3.3投标人须提供在开标日前3个月内投标人基本账户开户银行开具的银行资信证明的原件或复印件。
3.4自2018年1月1日至今（以合同签订时间为准），投标人或所投产品制造商具有1份对位芳纶聚合体离心分离机销售业绩。须提供业绩合同复印件（项目名称、设备名称、合同签订时间等），加盖投标人公章或企业负责人签字。
3.5投标人须根据自身情况，按照下列要求提供相应证明材料：
A.针对境内投标人：
至投标截止时间，投标人若被人民法院列为失信被执行人，其投标将被否决（提供“信用中国”（www.creditchina.gov.cn）查询截图）。
B.针对境外投标人：
如投标人是中华人民共和国境外投标人，则须承诺近三年内没有不良业绩记录或严重质量问题。
3.6本次招标接受代理商投标，如代理商投标，须提供制造商出具的授权文件。
3.7本次招标不接受联合体投标。
4. 招标文件的获取
4.1有兴趣的潜在投标人可于2023年7月24日起至2023年7月31日下午17:00。招标文件获取：请登录中化商务电子招投标平台(e.sinochemitc.com)，通过网上支付方式购买招标文件并支付平台使用及技术支持费。具体操作方法：步骤①注册：通过中化商务电子招投标平台（http://e.sinochemitc.com）完成注册（免费），在注册中请按照要求提供真实有效的合法信息及证件。工作人员会在一个工作日内完成审核工作（已注册单位可跳过此步骤）； ②购买：注册审核通过后，在【投标管理-购买文件】页面找到该项目，通过网上支付方式购买文件并支付平台使用及技术支持费。支付成功后，可在【投标管理-文件下载】页面下载招标文件及增值税电子普通发票。所有注册、缴费、发票等业务均须在中化商务电子招投标平台操作完成（平台注册过程中如遇任何问题可联系中化商务电子招投标平台技术支持联系电话：010-86391277）。支付成功后，可下载招标文件及增值税电子普通发票。招标文件每套售价0元，平台使用及技术支持费：1000元/包/投标人或150美元/包/投标人，售后不退。

5.3逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件，招标人将予以拒收。

1. Bidding readiness
The tenderee of the Procurement of Polymer Centrifuge for the Annual Production of 2,500 tons of Para-aramid Expansion Project of Sinochem High Performance Fiber Material Co., Ltd is Sinochem High Performance Fiber Material Co., Ltd and the fund for the project is self-raised. Now all bidding conditions for the project are ready, and the international competitive bidding is conducted for the procurement of Polymer Centrifuge for the annual production of 2,500 tons of para-aramid expansion project of Sinochem High Performance Fiber Material Co., Ltd.
2. Project profile and bidding scope

3. Qualification requirements for the bidder
3.2 The bidder must provide photocopy of business license (business registration certificate) or business permit.
3.3 The bidder or manufacturer of the invested product shall provide the original or photocopy of the bank credit certificate issued by the bank that opened the basic account within 3 months before the bid opening date.
3.4 The bidder shall have one sales performance of Para-aramid Polymer Centrifuge since January 1, 2018 (subject to the signing time of contract). Copy of performance contract (indicating project name, equipment name and signing time of contract) shall be provided, which shall be stamped with the official seal of the bidder or signed by the corporate responsible person.
3.5 The bidder shall, according to his own circumstances, provide the corresponding supporting materials in accordance with the following requirements:
A. For a bidder from inside the PRC customs territory:
Before the deadline for submission of bids, if a bidder is listed as dishonest executor by the people’s court(s), its bid shall be rejected(provide "Credit China" (www.creditchina.gov.cn) query screenshot).
B. For a bidder from outside the PRC customs territory:
If the bidder comes from outside the PRC customs territory, it must promise that it has no bad performance record or serious quality problem in recent three years.
3.6 Bids from agents are accepted for this bidding. If an agent is a bidder for the project, it shall submit a letter of authorization issued by the manufacturer.
3.7 Joint venture bid is not accepted for this bidding.
4. Acquisition of bidding document
4.1 Interested bidders may, at 5:00pm from July 24, 2023 to July 31, 2023, visit the website of online bidding platform of Sinochem Commerce (e.sinochemitc.com) to purchase the bidding document and pay for platform usage and technical support fees through online payment. Specific operation method: Step ①Registration: Complete the registration (free of charge) through online bidding platform of Sinochem Commerce (http://e.sinochemitc.com), and please provide real and valid legal information and documents as required in the registration. The staff will complete the audit within one working day (registered units can skip this step); ②Purchase: After the registration is approved, please find the project on the page of [Bid Management - Procurement Document], purchase the documents and pay for platform usage and technical support fees through online payment. After successful payment, you can download the bidding document and VAT electronic invoice from the [Bid Management - Document Download] page. All registration, payment and invoicing must be done on online bidding platform of Sinochem Commerce (if you encounter any problems during the registration process, please contact technical support contact number of online bidding platform of Sinochem Commerce: 010-86391277). After successful payment, the buyer of bidding documents can download the bidding documents and the ordinary electronic invoice inclusive of value-added tax. Price of bidding documents: RMB 0 per set; platform usage and technical support fees: RMB 1000 per package/bidder or USD 150 per package/bidder; the sales shall be final.
