中化商务有限公司（以下简称“招标机构”）受湖北航天化学技术研究所（以下简称“招标人”）的委托，邀请有兴趣的潜在投标人就傅里叶变红外光谱辐射计的下列货物和有关服务提交密封投标：

1. 招标产品的名称、数量、技术规格、资金来源：

傅里叶变换红外光谱辐射计 1台/套

技术规格：第八章需求一览表及技术规格。

其它详见招标文件。

资金来源：企业自筹

2. 交货地点：湖北襄阳

交货时间：合同签字生效后6个月内，按招标人要求发货至指定位置，仪器到达用户所在地，在接到用户通知后一周内进行安装调试，1个月内完成安装、调试和终验收。

3. 资质要求：

*①投标人应提供有效的营业执照或营业登记证明文件复印件；

*②境内投标人应提供有效的银行基本账户开户许可证或基本账户信息证明文件复印件。

*③投标人及投标人授权代表及投标人法人代表应无行贿犯罪记录，并提供“无行贿犯罪记录声明”，格式见附件，签字加盖公章。

*④投标人或制造商具有本次所投标设备近3年（2021年1月1日至今）的销售业绩，并提供投标人或制造商近3年不少于3份本项目类似的合同复印件或中标通知书作为证明材料。

*⑤投标人应提供其基本账户的开户银行在开标日前3个月内开具的资信证明的原件或复印件（资信证明所致单位不限于招标人及招标机构；如资信证明文件中标明“复印无效”的，应提供资信证明原件，招标机构保留开标当天审核原件的权利）。

4. 有兴趣的潜在投标人可于2024年1月5日至2024年1月19日，每日9时至16时30分（北京时间，下同），登录中化商务电子招投标平台（e.sinochemitc.com）办理购标手续。潜在投标人需先进行网上注册（免费）。

Entrusted by Hubei Institute of Aerospace Chemical Technology (hereinafter referred to as the "Tenderer"), Sinochem Business Co., LTD. (hereinafter referred to as the "Tenderer") invites interested potential bidders to submit sealed bids for the following goods and related services of Fourier transform infrared spectroradiometer:

1. Name, quantity, technical specifications and source of funds of the bidding products:

Fourier transform infrared spectroradiometer 1 / set

Technical specifications: Chapter 8 Requirements list and technical specifications.

Others are detailed in the tender documents.

Source of funds: enterprise self-financing

2. Place of delivery: Xiangyang, Hubei

Delivery time: within 6 months after the contract is signed and effective, the instrument will be delivered to the designated location as required by the tenderer, the instrument will arrive at the user's location, installation and debugging will be carried out within one week after receiving the user's notice, and installation, debugging and final acceptance will be completed within 1 month.

3. Qualification Requirements:

*① The bidder shall provide a copy of the valid business license or business registration certificate;

*② The domestic bidder shall provide a copy of the valid bank basic account opening license or basic account information certificate.

*③ The bidder, the bidder's authorized representative and the bidder's legal representative shall have no criminal record of bribery, and provide the "Declaration of no criminal record of bribery", the format is attached, signed and stamped with the official seal.

*④ The bidder or manufacturer shall have the sales performance of the bidding equipment in the past three years (from January 1, 2021 to now), and shall provide the bidder or manufacturer with no less than three copies of similar contracts or notice of acceptance of the project in the past three years as proof materials.

*⑤ The bidder shall provide the original or copy of the credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date (the unit caused by the credit certificate is not limited to the tenderee and the bidding agency; If "photocopy is invalid" is indicated in the credit certificate, the original of the credit certificate shall be provided, and the bidding agency reserves the right to review the original on the day of bid opening.

The tender documents are priced at RMB1,000 or US $160 per set and are non-refundable. If the bidding documents are ordered by mail, an additional handling fee (including postage) of 100 RMB or 20 USD will be required. 5.
