一、更正内容：

1、原招标文件第五章投标邀请*3：

“6) 本项目接受制造商或代理商投标。

证明材料（装订在投标文件中）：如为制造商投标，投标人需提供制造商资格声明加盖投标人公章；如为代理商投标，投标人需提供制造商针对本项目的授权证明。

7) 投标人所投产品的制造商具有有效的中华人民共和国国家市场监督管理总局颁发的特种设备制造许可证（压力容器A6或压力管道元件制造许可证，境外制造商的制造许可证应满足标的物进口许可及使用登记许可）。

证明材料（装订在投标文件中）：投标人须提供证书复印件加盖投标人公章；如果投标人所投产品的制造商只能提供压力管道元件制造许可证，制造商必须提供能覆盖标的物型式试验报告。

8) 业绩要求：

投标人所投产品应有EVA/LDPE装置超高压套管式反应器（或换热器），以及IP管道(设计压力≥37.8MPa)系统的供货业绩。

证明材料：投标人须提供业绩表，证明有超高压套管式反应器或换热器，以及IP管道(设计压力≥37.8MPa)系统的制造经验（提供用户名称、用户联系方式、用户所在地、投用时间、装置规模等信息的业绩表），并出具销售合同关键页（首页及签字页）。若投标人投标文件提供的业绩表及所出具的合同，不满足上述全部要求，则视为没有业绩。”

修改为：

“6) 本项目接受设计方、制造商或代理商投标。

证明材料（装订在投标文件中）：如为设计方投标，需提供设计方资格声明，及设计方与外委制造厂的合作协议，外委制造厂须取得本装置专利商认可；如为制造商投标，投标人需提供制造商资格声明加盖投标人公章；如为代理商投标，投标人需提供设计方或制造商针对本项目的授权文件，并提供本项中对设计方或制造商要求的对应证明材料。

7) 投标人所投产品的制造商或设计方的外委制造厂具有有效的中华人民共和国国家市场监督管理总局颁发的特种设备制造许可证（压力容器A6或压力管道元件制造许可证）。

证明材料（装订在投标文件中）：投标人须提供证书复印件加盖投标人公章；如果投标人所投产品的制造商或设计方的外委制造厂只能提供压力管道元件制造许可证，必须提供能覆盖标的物型式试验报告。

8)业绩要求：

投标人所投产品的设计方或制造商或设计方外委的制造厂应有EVA/LDPE装置超高压套管式反应器（或换热器），以及IP管道(设计压力≥37.8MPa)系统的供货业绩。

证明材料：投标人须提供业绩表或者其他能够满足上述要求的资料，证明有超高压套管式反应器或换热器，以及IP管道(设计压力≥37.8MPa)系统的制造经验（提供用户名称、用户联系方式、用户所在地、投用时间、装置规模等信息的业绩表），并出具销售合同关键页（首页及签字页）。若投标人投标文件提供的业绩表及所出具的合同或者相关资料，不能提现上述全部要求，则视为没有业绩。”

2、增加招标文件领购时间2024年1月5日至1月8日。

3、投标截止及开标时间延期至2024年1月31日上午9:30。

1.Section 5 Invitation for Bids *3 of the original bidding document

“6)This project accepts bids from manufacturers or agents.

Supporting materials (bound in the bid document): if the bidder is a manufacturer, the bidder shall provide the manufacturer's qualification statement stamped with the official seal of the bidder; if the bidder is an agent, the bidder shall provide the manufacturer's authorization certificate for this project.

7)The manufacturer of the bidder’s products shall have a valid special equipment manufacturing license issued by the State Administration for Market Regulation of the People's Republic of China (pressure vessel A6 or pressure piping components manufacturing license, the manufacturing license of foreign manufacturer shall be able to satisfy the license of the bidding products import and the use registration).

Supporting materials (bound in the bid document): the bidder must provide a copy of the certificate stamped with the official seal of the bidder; if the manufacturer of the bidder's products can only provide the pressure piping components manufacturing license, the manufacturer must provide a model test report that can cover the bidding products.

8) Performance requirements:

The bidder's products shall have the supply performance of EHP cased reactor (or heat exchanger), and IP piping system (design pressure ≥37.8MPa) in EVA/LDPE plant .

Supporting materials: the bidder must provide performance tables to prove that the manufacturing experience of extra-high-pressure casing reactor or heat exchanger, and IP pipeline (design pressure ≥ 37.8MPa) system (provide performance tables indicating the user's name, the user's contact information, the user's location, the time of commissioning, plant capacity, etc.), and the key pages of the sales contract (the first page and the signature page). If the performance table provided in the bidder's bid document and the contract provided cannot meet all the above requirements, it will be regarded as having no performance.”

Supporting materials (bound in the bid document): if the bidder is a designer, the bidder shall provide the qualification statement of the designer and the cooperation agreement between the designer and the outsourced factory, and the outsourced factory shall be approved by the licensor of the plant; if the bidder is a manufacturer, the bidder shall provide the qualification statement of the manufacturer with the official seal of the bidder; if the bidder is an agent, the bidder shall provide the authorization document from the designer or the manufacturer for the project, and provide the corresponding supporting materials for the requirements of the designers or the manufacturers in the item.

7)The manufacturer of the bidder's products or the outsourced factory of the designer shall have a valid special equipment manufacturing license issued by the State Administration for Market Regulation of the People's Republic of China (pressure vessel A6 or pressure piping components manufacturing license).

Supporting materials (bound in the bid document): the bidder must provide a copy of the certificate stamped with the official seal of the bidder; if the manufacturer of the bidder's products or the outsourced factory of the designer can only provide the pressure piping components manufacturing license, the model test report that can cover the bidding products must be provided.

8) Performance requirements:

The manufacturer or the designer of the bidder's products or the outsourced factory of the designer shall have the supply performance of EHP cased reactor (or heat exchanger), and IP piping system (design pressure ≥37.8MPa) in EVA/LDPE plant .

If the performance table or other information that fulfills the above requirements provided in the bidder's bid document and the contract provided cannot meet all the above requirements, it will be regarded as having no performance.

2. Additional bidding documents will be available for purchase from January 5 to January 8, 2024.

3. The deadline for bidding and bid opening is extended to January 31, 2024 at 9:30 am.
