1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

4) 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标将被否决。

证明材料：投标人须提供承诺函加盖投标人公章。

5) 投标人必须是制造商或制造商的销售分支机构。

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。

6) 业绩要求：

2014年1月1日至今（以合同签订时间为准），投标人应至少具有1套LDPE或EVA装置挤压造粒机（或挤压造粒系统）的销售业绩。

投标人需提供相应业绩的合同关键页（合同封面、供货范围、合同签字页）复印件加盖投标人公章并装订在投标文件中，内容须包含供货数量及规格型号页、用户名称、用户所在地、装置规模等）。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

7) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2024年3月1日至2024年3月8日在下列地点网上报名和下载招标文件，平台使用及技术支持费为1000元人民币或150美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have a valid business license for domestic bidder or business license certificate for foreign bidder.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

3) The bidder shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) From January 1, 2020 to present, the bidders must have no bad performance records or serious quality problems in China, otherwise their bids will also be rejected.

Supporting materials: The bidders shall provide a letter of commitment stamped with bidder's official seal.

5) The bidder must be a manufacturer or a sales branch of a manufacturer.

Supporting materials (bound in the bidding documents): the bidder must provide the manufacturer's qualification statement stamped with the official seal of the bidder; if the bids are from the manufacturer's sales branch, the bidder must provide the relationship between the bidder and the manufacturer with the official seal of the bidder, which is regarded as the manufacturer's bids, and the bidder can provide the manufacturer's qualification certificate and performance as supporting materials.

6) Performance requirements:

From January 1, 2014 to present (subject to the time of contract signature), the bidder shall have at least 1 set of sales performance of Extruded Pelletizer (or Extruded Pelletizing System) for LDPE or EVA plant.

The bidder shall provide a copy of the key pages of the contract of the corresponding performance (contract cover, scope of supply, contract signature page) stamped with the official seal of the bidder and bound in the bidding documents, which shall contain the supply quantity and specification model page, user name, user location, device size, etc.). If the corresponding performance contract materials can not reflect the above content, besides the bidder need to provide the relevant technical agreement or other supporting materials stamped with the official seal of the bidder and bound in the bidding documents, the contract copy is not clear or do not provide a copy of the contract are considered invalid performance.

7) The Joint Venture bidding must not be accepted in this bidding project.

The tenderee and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4. Interested bidders can register and download the bidding documents (electronic version) online from 8:30 AM to 17:00 PM (Beijing time) every day from Mar., 1st, 2024 to Mar., 8th, 2024 (except holidays). The fee for platform use and technical support is RMB 1000 or USD 150. The bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.

4.1 Registration instructions (important):

Online registration and downloading bidding documents: Login to Sinochem Commerce Electronic Bidding Platform (e.sinochemitc.com), potential bidders need to register online first (free of charge), pay the platform use and technical support fee online, and after payment, the bidders can download the bidding documents and VAT electronic ordinary invoice. 4.2 Bidding instructions (important):

(1) Bid documents (paper documents + electronic documents) must be sealed according to the requirements of the bidding documents and delivered or mailed to the bid opening site before the bid submisson deadline, otherwise the bid documents will not be accepted.

(2) When the electronic version of the document is inconsistent with the paper document, the paper document shall prevail.
