1.招标条件

采购内容：本装置可采用的催化剂型号为Purolite@CT-122、Lanxess Lewatit@K1131S或K1161、DowAmberlystTM125。
催化剂为胶体型阳离子聚苯乙烯离子交换树脂，其中含2%的二乙烯基苯交联成分。催化剂购进时含有约80%的水分，下文中给出的所有重量都是含水重量(未包括余量)，代表的是催化剂在现场交货时的重量值。交货(含水)状态下的催化剂颗粒直径为1mm，具体参数详见技术附件。

质量保证期：自安装调试合格之日起12个月或货到现场18个月，以先到为准，催化剂使用寿命应保证连续生产不低于30个月，并在催化剂使用寿命内满足性能保证要求。催化剂生产商应当对催化剂的中毒和安全特性进行担保，明确影响催化剂性能的杂质（短暂和/或永久），催化剂对上述杂质所能承受的极限和杂质的分析方法，并说明可能出现的影响及安全问题，包括飞温反应及催化剂装填、卸出的相关服务。

3.投标人资格要求
（1）投标人应具有营业执照（营业登记）/经营许可证明文件（须提供有效的营业执照复印件）；
（2）投标人须是得到工艺包专利商（Badger）推荐的催化剂树脂供应商。
（3）投标人应当提供在开标日前6个月内的银行资信证明的复印件。
（4）投标人须根据自身情况，按照下列要求提供相应证明材料：
A.针对境内投标人：
至投标截止时间，投标人若被人民法院列为失信被执行人，其投标将被否决（提供“信用中国”（www.creditchina.gov.cn）查询截图）。
B.针对境外投标人：
如投标人是中华人民共和国境外投标人，则须承诺近三年内没有不良业绩记录或严重质量问题。
（5）本项目接受代理商投标。如代理商投标，须提供产品制造商针对本项目的唯一授权文件。
（6）本项目不接受联合体投标。
4.招标文件的获取
4.1投标人可于2024年3月20日起至2024年3月27日下午17:00，登录中化商务电子招投标平台（https://d.sinochemitc.com）通过网上支付方式购买招标文件。投标人需先在中化商务电子招投标平台注册（免费），具体步骤请参考帮助中心-招投标指南。支付成功后，可下载招标文件及增值税电子普通发票。本招标文件售价为500元人民币/包件或70美元/包件，售后不退。

2. Project profile and bidding scope
The project name: Catalyst for 240,000t/a Bisphenol A Unit of Jiangsu Ruiheng New Material Technology Co., Ltd. C3 Industry Phase I Project
Procurement content: The type of catalyst adopted for the Unit is Purolite@CT-122, Lanxess Lewatit@K1131S or K1161 and DowAmberlystTM125.
The catalyst is colloidal cationic polystyrene ion exchange resin, which contains 2% divinylbenzene crosslinking component, and the catalyst contains about 80% moisture when purchased. All weights given in the following text are the weight of water (excluding the balance), which represents the weight value of the catalyst when it is delivered on site. The diameter of catalyst particles in the delivered (water containing) state is 1mm, and the specific parameters are detailed in the technical appendix.

Warranty period: 12 months from the date of installation and commissioning qualification or 18 months from the arrival of goods on site, whichever comes first; the service life of the catalyst shall guarantee continuous production for no less than 30 months, and meet the performance guarantee requirements within the service life of the catalyst. The catalyst manufacturer shall guarantee the poisoning and safety characteristics of the catalyst, clarify the impurities (temporary and/or permanent) affecting the performance of the catalyst, the limit that the catalyst can bear for the above impurities, and the analysis method of impurities, and declare the possible impact and safety problems, including the temperature runaway and the related services of catalyst filling and unloading.

3. Qualification requirements for the bidder
(1) The bidder shall have business license (business registration certificate) or business permit (photocopy of effective business license duplicate shall be provided.);
(2) The bidder must be a catalyst resin supplier recommended by the process package patent holder (Badger).
(3) The bidder shall provide a photocopy of the bank credit certificate within 6 months prior to the bid opening date.
(4) The bidder shall, according to his own circumstances, provide the corresponding supporting materials in accordance with the following requirements:
A. For a bidder from inside the PRC customs territory
As of the bid submission deadline, if the bidder is listed by the people's court as a dishonest executor, its bid will be rejected (provide "Credit China" (www.creditchina.gov.cn) query screenshot).
B. For a bidder from outside the PRC customs territory
If the bidder comes from outside the PRC customs territory, it must promise that it has no bad performance record or serious quality problem in recent three years.
(5) Agent tender is accepted for this project. If the agent bids, it must provide the product manufacturer's unique authorization document for the project.
(6) Joint venture bid is not accepted for the Project.
4. Acquisition of bidding document
4.1 Bidders may, at 5:00pm from March 20, 2024 to March 27, 2024, log on to the website of Sinochem Commerce Electronic Bidding and Tendering Platform (https://d.sinochemitc.com), and enter the online sales system of bidding documents. Bidders shall first freely make a registration on Sinochem Commerce Electronic Bidding and Tendering Platform following Help – Guide for Bidding and Tendering. After successful payment, the buyer of bidding documents can download the bidding documents and the ordinary electronic invoice inclusive of value-added tax. Price of bidding documents: RMB 500 or USD 70 for each package. The sales will be final.
