1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

（1）通过本次招标，将按投标人的评标价格从低到高排名选取1家投标人作为本项目中标人，签订采购框架协议。确定中标人后，招标人将授予其《中标通知书》，并与其签署框架协议；采购框架协议有效期为双方签署之日起1年内有效。

（2）投标人应按照招标文件要求，充分考虑项目现场所在地地理位置及项目实施的实际情况，对招标人拟采购的标的物进行综合单价报价，其价格包括但不限于生产、包装、运输、税金等费用。

（3）招标人对签署的《框架协议》内中标人的实际采购量不作任何保证，每一批次采购的具体数量及交货时间以招标人向中标人另行下达的书面《采购订单》为准，中标人不得因实际采购数量的调整而向招标人提出索赔。

（4）招标人根据实际需求向中标人发出《采购订单》的实际采购量将参考其实际交货及时性、货物及相关服务质量等情况。

（5）适用范围：中化泉州石化26万吨/年丙烯腈项目。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

4) 信誉要求：

① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“中国执行信息公开网”网站或各级信用信息共享平台中未列入失信被执行人名单；

证明材料：投标人需提供“国家企业信用信息公示平台”（http://www.gsxt.gov.cn）和“中国执行信息公开网”（http://zxgk.court.gov.cn）相应截图加盖投标人公章并装订在投标文件中。

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料：投标人须提供承诺函。

③ 投标人未被列入中国中化供应商“黑名单”（名单以投标截止时间为准）。

5) 投标人必须是制造商或制造商直接授权的代理商。

证明材料：投标人需提供制造商/代理商资格声明加盖投标人公章并装订在投标文件中；如为代理商，还须提供制造商出具的授权函原件或复印件加盖投标人公章。

6) 业绩要求：2018年1月1日至今（以合同签订时间为准，若提供业绩为框架协议则以框架协议订单签订日期为准），投标产品在SAR装置上应具有3项已投产应用业绩。

证明材料：需提供本合同关键页复印件及用户评价证明材料，包含但不限于合同封面、合同签章页、供货范围、建设地点、最终用户、装置类型、规模等，如合同无法体现相应信息，则须提供合同的其他辅助证明文件（不限于技术协议、设计请购文件、用户证明等）。上述材料均需加盖投标人公章装订在报价文件中。

7) 本项目不接受联合体投标；

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2024年4月10日至2024年4月17日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为1000元人民币或150美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

International Bidding for Framework Agreement Procurement of High Silicon Steel Pipes and Pipe Fittings for Sinochem Energy Quanzhou Base Industrial Upgrading Project (Rebid)

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following commodity and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

(1) Through this solicitation, one bidder will be selected as the successful bidder of the project in accordance with the evaluation price of the bidders ranked from the lowest to the highest, and a procurement framework agreement will be signed. After determining the successful bidder, the bidder will be awarded the Notice of Award and sign the framework agreement with it; the validity period of the procurement framework agreement is 1 year from the date of signing by both parties.

(2) The bidder shall, in accordance with the requirements of the bidding documents and with full consideration of the geographical location of the project site location and the actual situation of the project implementation, make a comprehensive unit price quotation for the subject matter to be procured by the bidder, the price of which includes but is not limited to the costs of production, packaging, transportation, taxes and other expenses.

(3) The bidder does not make any guarantee for the actual purchasing quantity of the successful bidder within the signed Framework Agreement, and the specific quantity and delivery time of each batch of purchasing shall be subject to the written Purchase Order separately issued by the bidder to the successful bidder, and the successful bidder shall not make any claim to the bidder due to the adjustment of the actual purchasing quantity.

(4) The actual purchase quantity of the Purchase Order issued by the Bidder to the Successful Bidder based on the actual demand will be with reference to its actual delivery timeliness, quality of goods and related services.

(5) Scope of application: Sinochem Quanzhou Petrochemical 260,000 tons/year acrylonitrile project.

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have valid business license (domestic bidder)/business license certificate (foreign bidder).

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders have not been listed in the national enterprise credit information public display system or in the business exception list, and have not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.

Supporting materials: Bidders should provide "Credit China" (www.creditchina.gov.cn) and "National Enterprise Credit Information Public Platform" (http://www.gsxt.gov.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.

② From January 1, 2020 to present, overseas bidders have no bad performance records or serious quality problems in China, otherwise their bids will also be rejected.

5) The bidder must be a manufacturer or an agent directly authorized by the manufacturer.

Supporting documents: the bidder shall provide a statement of qualification of the manufacturer/agent stamped with the official seal of the bidder and bound in the bidding documents; if it is an agent, it shall also provide the original or a copy of the authorization letter issued by the manufacturer stamped with the official seal of the bidder.

6) Performance requirements:

From January 1, 2018 to now (subject to the contract signing time, or the date of signing the order of the framework agreement if the performance provided is a framework agreement), the bidding product should have 3 application performance on SAR device.

Proof materials: the contract must provide a copy of the key pages and user evaluation materials, including but not limited to the contract cover, contract signature page, scope of supply, construction location, end-users, device type, size, etc., such as the contract can not reflect the corresponding information, then the contract must provide other supporting documents (not limited to the technical agreement, the design of the requisition documents, the user certificate, etc.). All the above materials shall be stamped with the official seal of the bidder and bound in the offer document.

7) The Joint Venture bidding shall not be accepted in this bidding project.

Note: The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
