1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件加盖投标人公章。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

4) 信誉要求：

① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中未列入失信被执行人名单。

证明材料：投标人需提供“信用中国”（www.creditchina.gov.cn）和“国家企业信用信息公示平台”（http://www.gsxt.gov.cn），截图加盖投标人公章并附在投标文件中。

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料：投标人须提供承诺函加盖投标人公章。

③ 投标人未被列入中国中化供应商黑名单库（名单以投标截止时间为准）；

5) 财务和经营状况要求：没有处于破产、资产冻结、财产被接管、被责令停业、投标资格被取消等状态，且在 2018 年以来财务状况良好，具有足够资产及能力来有效地履行合同。

证明材料：投标人须提供承诺函加盖投标人公章。

6) 投标人必须是制造商，本项目不接受代理商投标。

证明材料：投标人需提供制造商资格声明加盖投标人公章。

7) 投标人具有有效的中华人民共和国国家市场监督管理总局颁发的特种设备制造许可证（压力管道元件制造许可证，境外制造商的制造许可证应满足标的物进口许可及使用登记许可）。

证明材料：投标人须提供证书复印件加盖投标人公章；如投标人只能提供压力管道元件制造许可证，必须提供能覆盖标的物型式试验报告。

8) 业绩要求：投标人具备10万吨/年及以上规模LDPE或EVA装置超高压或高压仪表阀的供货业绩。

证明材料：投标人须提供相应业绩合同关键页复印件加盖投标人公章并装订在投标文件中，业绩合同须包含合同封面、合同签章页、供货范围、建设地点、最终用户、装置类型、规模等，如合同无法体现相应信息，则须提供合同的其他辅助证明文件（包括不限于技术协议、设计请购文件、用户证明等）。上述资料如不提供、或有虚假信息，其业绩将不被认可。

9) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2024年4月22日至2024年4月28日在下列地点网上报名和下载招标文件，平台使用及技术支持费为1000元人民币或150美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have a valid business license for domestic bidder or business license certificate for foreign bidder.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

3) The bidder shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders must not been listed in the national enterprise credit information public display system or in the business exception list, and not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.

Supporting materials: The bidder should provide "Credit China" (www.creditchina.gov.cn) and "National Enterprise Credit Information Public Platform" (http://www.gsxt.gov.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.

② From January 1, 2020 to present, the overseas bidders must have no bad performance records or serious quality problems in China, otherwise their bids will also be rejected.

③ The bidder must not be listed in the blacklist database of suppliers of Sinochem Holdings (the list is subject to the deadline of bidding).

5) Requirements for financial and operational status: not in a state of bankruptcy, asset freezing, property takeover, ordered to cease business, or disqualified from bidding, and in good financial standing since 2018, with sufficient assets and capacity to effectively fulfill the contract (bidders must provide a letter of commitment stamped with the official seal of the bidder).

6) The bidder must be a manufacturer, the agent bidding is not accepted for this project.

Supporting documents (bound in the bidding documents): Bidders are required to provide a manufacturer's qualification statement stamped with the bidder's official seal;

7) The bidder has a valid special equipment manufacturing license issued by the State Market Supervision and Administration of the People's Republic of China (Pressure Piping Components Manufacturing License, Manufacturing License of Overseas Manufacturers should meet the subject matter of the import license and the use of registration license).

Proof materials (bound in the bidding documents): the bidder must provide a copy of the certificate stamped with the official seal of the bidder; if the bidder can only provide the pressure piping components manufacturing license, must be provided to cover the subject matter of the type test report.

8) Performance requirements:

The bidder has 100 KTA or above scale LDPE or EVA device ultra-high pressure or high pressure instrumentation valve supply performance.

Proof material: the bidder shall provide a copy of the key pages of the corresponding performance contract stamped with the official seal of the bidder and bound in the bidding documents, the performance contract shall contain the contract cover, contract signature page, the scope of supply, construction location, end-users, device type, size, etc., such as the contract can not reflect the corresponding information, then the contract shall provide the contract of the other auxiliary supporting documents (including, but not limited to, the technical agreement, the design of requisitions, the user). (including technical agreements, design requisition documents, user certificates, etc.). If the above information is not provided, or there is false information, its performance will not be recognized.

9) The Joint Venture bidding must not be accepted in this bidding project.

The tenderee and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
