1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

4) 信誉要求：

① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中未列入失信被执行人名单。

证明材料：投标人需提供“信用中国”（www.creditchina.gov.cn）和“国家企业信用信息公示平台”（http://www.gsxt.gov.cn）查询结果截图，加盖投标人公章并附在投标文件中。

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料：投标人须提供承诺函加盖投标人公章。

③ 投标人未被列入中国中化、中化能源股份有限公司供应商黑名单库（名单以投标截止时间为准）；

5) 投标人必须是制造商或制造商的销售分支机构。

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。

6) 业绩要求：

近5年（2019年1月1日至今，以合同签订时间为准），投标人在石油、化工、煤化工项目至少具有1台防爆离心式制冷机组（制冷量≥5000(KW)，制冷剂为R-134A或R507）的供货业绩。

证明材料：投标人需提供相应业绩的合同关键页（合同封面、供货范围、合同签字页）复印件加盖投标人公章并装订在投标文件中，供货范围内容须包含供货数量及规格型号页（需包括机组型号、制冷量、防爆等）信息，若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

7) 本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2024年8月1日至2024年8月8日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为1000元人民币或150美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderer), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders have not been listed in the national enterprise credit information public display system or in the business exception list, and have not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. 6) Performance Requirements:

In last five years, from January 1, 2019 to now (subject to the contract signing time), the bidder has at least 1 set of explosion-proof centrifugal refrigeration Unit (cooling capacity ≥ 5000 (KW), refrigerant R-134A or R507) supply performance in petroleum, chemical and coal chemical projects.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
