入围供应商数量：拟入围7-15家供应商。若经评审合格的供应商少于3家，则根据实际情况确定。

入围有效期：3年。供应商入围后，需求单位将根据需求向入围供应商下订单。

2. 供应商资格要求

2.1 具有营业执照（营业登记）/经营许可证明文件；

2.2 来往函电均使用中文或英文书写。供应商提交的支持文件和印制的文献可以用另一种语言，但相应内容应附有中文翻译本，在解释响应文件时以翻译本为准。

2.3 本次采购不接受联合体参加。

3. 磋商文件的获取

3.1供应商可于2023年4月17日17:00（北京时间24小时制，下同）前登录中化商务电子招投标平台(e.sinochemitc.com)下载电子版磋商文件。

3.2潜在供应商需先在中化商务电子招投标平台进行网上注册（免费）。

4. 响应文件的递交

4.1 响应文件递交截止时间（竞争性磋商开始时间）：2023年4月18日09:30。

逾期递交的、未递交指定地点的或者不按照磋商文件要求密封的响应文件，采购人将予以拒收。

1. Project overview and purchasing scope

Sinochem Commerce Co., Ltd. (the purchasing agent) is entrusted by Sinochem Energy Co., Ltd. (the purchaser) to conduct competitive consultation and purchasing for the following project.

Scope of purchase: Sinochem Energy Global Energy and Chemical Consulting Service. See the purchase requirement.

Service object: Sinochem Energy and its affiliates or enterprises responsible for management.

Service location: The location of Sinochem Energy and its affiliates or enterprises responsible for management.

The number of suppliers selected: 7-15 suppliers are planned to be shortlisted. If there are less than 3 qualified suppliers, it shall be determined according to the actual situation.

Service term: 3 years. Purchasing will place an order with the shortlisted suppliers according to demand.

2. Supplier qualification requirements

2.1 Have the business license (business registration) / business license certificate documents;

2.2 Letters and telegrams are written in either Chinese or English. The supporting documents submitted by the supplier and the printed documents could used in another language, but the corresponding content shall be accompanied by a Chinese translation, which shall prevail in the interpretation of the translation documents.

2.3 Consortium is not accepted in this purchasing.

3. Access to the consultation document

3.1 Suppliers can log in to the http://e.sinochemitc.com before 17:00, April 17, 2023 (24-hour Beijing time, the same below) to acquire the electronic version of the consultation document.

3.2 Potential suppliers should register online (free) on http://e.sinochemitc.com, and then download the consultation documents.

4. Submission of the response documents

4.1 Deadline for submission of response documents (start time of competitive consultation): 09:30, April 18 ,2023.

4.2 Place of submission of response documents (place of competitive consultation): Conference Room, 9th Floor, Middle Building, Kaichen World Trade Center, 28, Fuxing Men Nei Street, Xicheng District, Beijing.

The purchaser will reject the response documents that are overdue, are not submitted to the designated place, or are not sealed according to the requirements of the consultation documents.

2. Currency of review: USD. All non-USD quotations will be converted to USD at the selling rate of foreign currency to RMB first issued by Bank of China on the date of opening of the response document to calculate the review price.
