1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5) 投标人必须是制造商或制造商所属集团的销售机构；

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商所属集团的销售机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。

6) 资质要求：

①有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；

②有效的ISO14000环境管理体系认证证书或同等环境管理体系认证证书；

③有效的ISO45001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书；

证明材料：需提供有效的资质证书复印件加盖投标人公章。

7) 业绩要求：

2017年1月1日至今（以合同签订时间为准），投标人在中华人民共和国境内石油化工或煤化工项目具有不少于10台空气压缩机（进口流量≥22000Nm?/h）销售业绩。

证明材料：投标人需提供相应业绩的合同关键页（合同封面、供货范围、合同签字页）或合同复印件加盖投标人公章装订在投标文件中，供货范围内容须包含供货数量及规格型号页（包括标明设备名称及规格（包括压缩机型号、入口体积流量、功率等信息）、用户名称、用户所在地、投用时间等）。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

8) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2023年4月13日至2023年4月20日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

5. 所有投标文件应于2023年5月5日9:30时（北京时间）之前递交到以下地点，开标仪式定于2023年5月5日9:30时举行。届时请无法现场参与开标仪式的投标人代表出席线上开标仪式。线上开标仪式将以腾讯会议形式进行，请提前下载腾讯会议软件（免费）。会议ID和会议密码将在开标前3日以邮件形式告知投标人。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

4) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

5) The bidder must be the manufacturer or the sales organization of the manufacturer's group.

Supporting materials (bound in the bid document): the bidder must provide the manufacturer's qualification statement stamped with the bidder's official seal; if the bidder is the sales organization of the manufacturer's group, the bidder must provide proof of the relationship between the bidder and the manufacturer stamped with the bidder's official seal, which is considered as the manufacturer's bid, and the manufacturer's qualification certificate and performance can be provided as supporting materials when bidding.

6) Qualification requirements of the manufacturer or integrator (one of them is enough):

① valid ISO9000 quality management system certification or equivalent quality system certification.

②Valid ISO14000 environmental management system certificate or equivalent environmental management system certificate.

③Valid certificate of ISO45001 occupational health and safety management system or equivalent certificate of occupational health and safety management system.

Supporting materials: a copy of the valid qualification certificate must be provided with the official seal of the bidder.

7) Performance requirements：

January 1, 2017 to present (subject to contract signing time), The bidder shall have sales performance of at least 10 air compressors (inlet flow ≥ 22000 Nm ?/H) in petrochemical or coal chemical projects within the territory of the People's Republic of China.

Supporting materials: The bidder shall provide the key pages (contract cover, scope of supply, contract signature page) of relevant performance contracts that meet the above conditions in the bidding documents. The scope of supply shall include the quantity, specification and model of the supply Including compressor model, inlet volume flow, power, etc.), user name, user location, time of operation, etc.), and shall be stamped with the official seal of the Tenderer.If the supporting materials of the corresponding performance contract cannot reflect the above contents, in addition to the contract, the relevant technical agreement or other supporting materials shall be provided and bound in the bidding documents with the official seal of the bidder. If the copy of the contract is not clear or no copy of the contract is provided, it shall be deemed as invalid performance.

8) The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4. Interested bidders can register and download the bidding documents (electronic version) online from 8:30 AM to 17:00 PM (Beijing time) every day from Apr., 13th, 2023 to Apr., 20th, 2023 (except holidays). The fee for platform use and technical support is RMB 2000 or USD 300. Bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
