1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

废热锅炉 1套

（具体要求详见招标文件第八章《货物需求一览表及技术规格》）

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资格要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人），需提供相应证明复印件；

2) 投标人必须是制造商，本项目不接受代理商或流通商投标；

3) 投标人具有有效的特种设备制造许可证（A1压力容器）和ASME授权的U2制造资质，需提供证书相应复印件；

4) 投标人具备 10 万吨/年及以上规模类似工艺EVA 装置同类设备供货的应用业绩。投标人需提供业绩表，证明有相似工况下同类设备的制造经验（标明型号、用户名称、用户所在地、投用时间、装置规模等），并出具销售合同关键页或最终验收证明复印件；

5) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；

6) 本项目不接受联合体投标。

4. 有兴趣的潜在投标人可于2022年7月6日至2022年7月13日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

5. 所有投标文件应于2022年7月27日9时30分（北京时间）之前递交到以下地点，开标仪式定于2022年7月27日9时30分举行，届时请投标人代表出席开标仪式：

1. Entrusted by SINOCHEM ENERGY HIGH-TECH CO., LTD. (Tenderee), SINOCHEM COMMERCE CO., LTD. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of 1 set of Waste Heat Boiler. (Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

2. Interested Potential bidders may obtain further information and refer to Bidding Documents from SINOCHEM COMMERCE CO., LTD.

*3.Qualification requirements to the bidders:

1) The bidder shall have an effective Business License (domestic bidders) or Business Registration (foreign bidder), the bidder should provide the corresponding photocopy.

2) The bidder shall be the Goods’ manufacturer, agent or distributor shall not be accepted under this bidding project.

3) The bidder shall have valid special equipment manufacturing license (A1 pressure vessel) and U2 manufacturing qualification authorized by ASME, and the copy of the certificates shall be provided.

4) The bidder shall have the application performance of similar process EVA plant with a scale of 100kty or above. The bidder shall provide the performance sheet, prove the manufacturing experience of the same type equipment under similar conditions (indicate the model, user name, user location, commissioning time, device scale, etc.), and provide the copies of the key pages of the sales contract or the final acceptance certificate.

5)The bidder should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening.

6) The Joint Venture shall not be accepted under this bidding project.

4. Interested bidders can register and download the bidding documents online from 8:30 AM to 17:00 PM (Beijing time) every day from July 6th, 2022 to July 13th, 2022 (except holidays). The platform usage fee and technical support fee is RMB 2000 or USD 300. Bidders that has not registered and downloaded the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
