1. 中化商务有限公司（招标代理机构）受中化泉州石化有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

安装及开车备件清单（包含在总价中）：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 信誉要求：投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。未被列入中国中化供应商黑名单库（名单以投标截止时间为准）。

4) 投标人在投标前需在中国国际招标网/机电产品招标投标电子交易平台（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5) 投标人必须是制造商/生产商，不接受代理商投标，不接受流通商投标。

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章。

6) 业绩要求：

2017年1 月1 日至今（以合同签订时间为准），投标人至少具有2套丙烯腈项目废酸再生装置分酸器及废酸喷枪的供货业绩。

证明材料：投标人需提供相应业绩的合同复印件并加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供技术协议或图纸或数据表或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

7) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

1. Entrusted by Sinochem Quanzhou Petrochemical Co., Ltd. (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

List of spare parts for installation and start-up (included in the total price):

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) Reputation requirements: The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected. Not included in the blacklist of Sinochem suppliers (the list is subject to the bidding deadline).

4) The bidders shall successfully register on China International Tendering Website/ Electronic Trading Platform for Bidding and Bidding of Mechanical and Electrical products (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

5) The bidder must be the manufacturer/producer, no agent bids are accepted, and distributor bids are not accepted.

Supporting materials (bound in the bidding document): the bidder must provide the manufacturer's qualification statement stamped with the bidder's official seal.

6) Performance requirements：

From January 1, 2017 to the present (subject to contract signing time), The bidder has at least 2 sets of supply records for acid division and the sulphuric acid spray gun for the sulphuric acid regeneration plant of the acrylonitrile project.

Supporting materials: The bidder shall provide provide a copy of the contract with corresponding performance stamped with the bidder's official seal. If the supporting materials of the corresponding performance contract cannot reflect the above contents, in addition to the contract, the relevant technical agreement or drawing or data sheet or other supporting materials shall be provided and bound in the bidding documents with the official seal of the bidder. If the copy of the contract is not clear or no copy of the contract is provided, it shall be deemed as invalid performance.

7) The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
