二、项目概况和招标范围

三、投标人资格要求

1)投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）。

2)投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3)信誉要求：2020年1月1日至今，投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。 证明材料：投标人须提供承诺函加盖投标人公章装订在投标文件中；

4)投标人在投标前需在中国国际招标网/机电产品招标投标电子交易平台（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5）本项目境内投标人只接受制造商投标，境外投标人接受制造商或制造商的销售分支机构或制造商直接授权的代理商投标，一个制造商对同一品牌的货物，仅能委托一个代理商参加投标；

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料；如为代理商投标，需提供制造商出具的授权函复印件加盖投标人公章并装订在投标文件中。

6）业绩要求： 2013年1 月1 日至今（以合同签订时间为准），投标人所投产品在中华人民共和国境内丙烯腈项目中至少具有累计20台/套及以上含氢氰酸或丙烯腈介质的阀式采样器销售业绩。

证明材料（装订在投标文件中）：投标人需提供相应业绩的合同关键页（合同封面、供货范围、合同签字页），供货范围内容须包含供货数量及规格型号（包括采样器选型、介质等信息）、用户名称、用户所在地、交货时间等）并加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

1. Entrusted by Sinochem Quanzhou Petrochemical Co,.Ltd. (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:

1) Bidder from within P.R.C. should provide the copy of Effective Business License, Bidder from abroad should provide the copy of Effective Business Registration.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) From Jan 1^st, 2020 to present, the bidder has no bad performance record or serious quality problems in China , otherwise his bid will also be rejected.

4) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

5) Bidder from within P.R.C. only accept bids from manufacturers. Overseas bidders accept bids from manufacturers or the sales branch of the manufacture or the agent directly authorized by the manufacturer,a manufacturer can only entrust one agent to participate in bidding for goods of the same brand.

Certification materials (bound in tender documents): Bidders shall provide the manufacturer’s qualification statement with the bidder’s official seal; if bidding as the sales branch of the manufacturer, the bidder shall provide proof of the relationship between the bidder and the manufacturer with the bidder’s official seal, which is considered as the manufacturer’s bid, and the manufacturer’s qualification certificate and performance can be provided as supporting materials when bidding; If bidding as an agent, the bidder shall provide a valid authorization document issued by the manufacturer and with the bidder’s official seal;

6) Performance requirements:From Jan 1st, 2013 to present (subject to the date of signing the contract), the tendered products should be sold more than 20sets of valve samplers with hydrocyanic acid or acrylonitrile medium in acrylonitrile project in the People’s republic of China.

Certification materials (bound in tender documents): The bidder shall provide the key pages of relevant performance contract (including at least the contract cover, scope of supply, contract signature page), the scope of supply shall include the quantity, specification and model of supply(including information of sampler selection, medium etc.), user name, user’s location, time of delivery etc.) all documents shall be stamped with the bidder’s official seal. If the supporting materials of the corresponding performance contract can not reflect above contents, in addition to the contract, the relevant technical agreement or other supporting materials shall be provided and bound in the bidding documents with the bidder’s official seal. Failure to provide or unclear contract shall be deemed as invalid performance.

7) The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
