1. 招标条件
本招标项目伊犁玉米种子加工厂建设项目招标人为中种集团新疆种业有限公司, 招标项目资金来自企业自筹。该项目已具备招标条件, 现对伊犁玉米种子加工厂建设项目项下玉米剥皮机采购进行国际公开招标。

3. 投标人资格要求
3.1投标人必须是玉米剥皮机的制造商或其全资子公司或其授权的代理商。
3.2投标人为境外公司的, 需提供有效的公司注册登记证明;为境内公司的, 需具有有效的独立法人资格, 需提供有效的营业执照。
3.3需提供制造商的以下文件:
(1) 有效期内的ISO9001质量体系认证证书, 并在投标文件中提供复印件;
(2) 有效期内的ISO14001环境管理体系认证证书或类似环境管理体系认证证明文件的复印件
(3) 参与投标的制造商需提供其技术权属的相关证明文件。属于自有专利技术的, 要求提供其相关专利文件复印件;属于非专利技术的, 要求提供能够证明其合法拥有该技术的文件;属于他人授权技术的, 要求提供合法有效的技术授权文件;
(4) 如为代理商投标, 须提供上述(1) (2) (3) 项材料及制造商出具的授权书。
3.4 2020年1月1日至今(以合同签订日期为准) , 投标人投标的品牌产品具有至少一个在中华人民共和国关境内的应用于玉米果穗加工厂成套生产线相关业绩;需提供相关证明材料。
相关证明材料包括但不限于: 业绩合同关键页复印件(如合同首页、双方签字盖章页、签订时间页、供货范围描述页、主要技术参数页等关键页面) 。如合同不能体现业绩要求, 还应提供技术协议复印件、设备总图、数据单或其它补充证明材料。投标人另应提供该业绩采购人的名称、地址、联系人、电话、电子邮箱信息, 供招标人核实。未提供有效证明材料或证明材料数据不足的业绩将视为无效业绩。
3.5投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。
3.6至投标截止时间, 投标人若被人民法院列为失信被执行人或被中华人民共和国应急管理部(包括原国家安全监管总局) 列入安全生产不良记录“黑名单”, 其投标将被否决(境外投标人无需提供)。
注: 失信人信息查询方式: ①“信用中国”(www.creditchina.gov.cn); ②中华人民共和国应急管理部(包括原国家安全监管总局) 公布的失信生产经营单位及其有关人员信息(黑名单) : 中华人民共和国应急管理部和原国家安全监管总局政府网站。
3.7投标人近三年内(2020年至今) 没有发生因未履行合同、延期交货、产品质量问题原因导致被起诉而产生法律纠纷, 投标人需出具承诺说明, 否则其投标被否决。
3.8本项目不接受联合体投标。
3.9投标人在投标前应在必联网(http://www.ebnew.com) 或机电产品招标投标电子交易平台(http://www.chinabidding.com) 完成注册及信息核验。
4. 招标文件的获取
4.1获取时间: 2023年11月15日上午9:00时至2023年11月22日下午17:00时。

4.3文件售价: 人民币零元(0元) 。招标文件售后不退。
4.3未在中化商务有限公司领购本招标文件的投标人均不得参加投标。
5. 投标文件的递交
5.1所有投标文件应于2023年12月6日上午9:30时(北京时间) 之前递交到以下地点: 北京市丰台区丰管路16号8号楼西国贸大酒店3层300B会议室。
投标人可选择以下2种方式之一递交投标文件: The bidder can choose either of the following two ways to submit the bid document:
① 投标人须于2023年12月5日下午16:00前(以收件人实际签收时间为准) , 将投标文件密封后快递至: 北京市丰台区丽泽路24号院平台幸福中心B座25层100071, 司峻石收, 联系电话: 17777859663。
② 投标人于投标截止时间前, 将投标文件密封后送至:北京市丰台区丰管路16号8号楼西国贸大酒店3层300B会议室。
投标人邮寄寄出后应邮件发送招标代理机构业务联系人告知快递公司及运单号, 方便招标代理机构跟踪投标文件快递情况。提示: 投标人应合理安排邮寄时间, 所有因邮寄引起的文件密封性不符、逾期送达等存在否决投标的风险均由投标人自行承担。
5.2 开标时间为2023年12月6日上午9:30时(北京时间) , 地点为: 北京市丰台区丰管路16号8号楼西国贸大酒店3层300B会议室。
5.3逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件, 招标人将予以拒收。

1. Bidding readiness
The tenderee of Yili Corn Seed Processing Plant Construction Project is China National Seed Group Xinjiang Seed Industry Co., Ltd., and the fund for the project is self-raised. Now all bidding conditions for the project are ready, and the international competitive bidding for Corn Husker under the project begins thereupon.

3. Qualification requirements for the bidder
3.1 The bidder must be the manufacturer of corn husker, its wholly-owned subsidiary or authorized agent.
3.2If the bidder is an overseas company, it shall provide a valid certificate of company registration. If it is a domestic company, it shall have a valid independent legal person qualification and provide a valid business license.
3.3 The bidder shall provide the following documents from the manufacturer:
(1) ISO9001 quality system certificate within the validity period, and a copy shall be provided in the bid document;
(2) Copies of ISO14001 environmental management system certificate or similar environmental management system certificates within the validity period;
(3) The manufacturer participating in the bid shall provide relevant certification documents of its technical ownership. In terms of its own patented technology, it is required to provide copies of its relevant patent documents. In terms of non-patented technology, it is required to provide documents that can prove that it legally owns the technology. For the technology authorized by others, it is required to provide legal and effective technology authorization documents.
(4) In case of acting as an agent for bidding, the materials mentioned in (1), (2) and (3) above and the letter of authorization issued by the manufacturer shall be provided.
3.4 From January 1, 2020 to now (subject to the date of contract signing), the brand products supplied by the bidder have at least one relevant performance applied to the complete production line of corn ear processing plant within the customs territory of the People's Republic of China; relevant supporting materials shall be provided.
Relevant supporting materials include but not limited to: copies of key pages of performance contracts (first pages, signature and seal pages of both parties, pages of signing date, page describing scope of supply, pages of main technical parameters, etc.). If the contract fails to reflect the performance requirements, a copy of the technical agreement, general drawing of equipment, data sheet or other supplementary supporting materials shall also be provided. The bidder shall also provide the name, address, contact person, telephone number and e-mail information of the performance purchaser for verification by the tenderee. Performances that are not provided with valid supporting materials or insufficient supporting materials will be considered invalid.
3.5The bidder shall provide the original or photocopy of bank reference letter issued by its deposit bank within 3 months prior to the date of bid opening.
3.6Before the deadline for submission of bids, if a bidder is listed as dishonest executor by the people’s court(s) or in the “blacklist” of work safety demerits by the Ministry of Emergency Management of the People’s Republic of China (including original State Administration of Work Safety), its bid shall be rejected (not applicable for the bidder from outside the PRC customs territory).

3.7In recent three years (from 2020 to now), the bidder has not been sued due to non-performance of the contract, delayed delivery and product quality problems, and the bidder shall issue a statement of commitment, otherwise its bid will be rejected.
3.8Joint venture bid is not accepted for the Project.
3.9The bidder shall complete registration and information verification on http://www.ebnew.com or http://www.chinabidding.com before submitting a bid.
4. Acquisition of bidding document
4.1Time for obtaining the bidding documents: From 9:00am on November 15, 2023 to 5:00pm on November 22, 2023
4.2Acquisition of bidding documents: Log on to Sinochem Commerce Electronic Bidding Platform http://e.sinochemitc.com to obtain the bidding documents through online payment and pay the platform use and technical support fees (total fees of platform use and technical support: RMB 500.00 per package or USD 80 per package). Interested bidders shall first freely register online following Help – Guide for Bidding and Tendering. After successful payment, the buyer of bidding documents can download the bidding documents and the ordinary electronic invoice inclusive of value-added tax. 4.3Price of bidding documents: RMB ZERO (0). The sales will be final.
4.3Any bidder that has not purchased a bidding document from SINOCHEM Commerce Co., Ltd. shall not participate in the bid.
5. Submission of bid documents
5.1All bid documents shall be submitted to Meeting Room 300B, 3rd Floor, Xiguomao Hotel, Building 8, No. 16 Fengguan Road, Fengtai District, Beijing before Beijing time 9:30 a.m., December 6, 2023.
The bidder can choose either of the following two ways to submit the bid document:
① The bidder shall submit the sealed bid document to Floor 25, Tower B, Platform Fortune Cetner, Yard 24, Lize Road, Fengtai District, Beijing (Si Junshi 17777859663; post code: 100071) before 4:00 p.m. on December 5, 2023 (subject to the actual signing time of the recipient).
② Before the bid deadline, the bidder shall seal the bid document and send it to Meeting Room 300B, 3rd Floor, Xiguomao Hotel, Building 8, No. 16 Fengguan Road, Fengtai District, Beijing.
The bidder shall send the mail and email to the business contact person of the tendering agent to inform the express company and the waybill number, so as to facilitate the tendering agent to track the express delivery of the bid document. Note: the bidder should arrange the mailing time reasonably. The bidder shall bear the risk of the bid rejection due to the non-conformity of sealing and the late delivery of the document caused by mailing.
