*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）。

4) 本项目只接受投标产品的制造商直接投标，不接受代理商投标。

证明材料：投标人需提供制造商资格声明加盖投标人公章装订在投标文件中。

5) 业绩要求：

2021年1月1日至今（以合同签订时间为准），投标人在中国境内重质包装膜项目中，至少具有6套FFS重质包装膜（三层共挤，最大生产能力≥450kg/h）吹膜机组和1套冷拉伸套管膜（三层共挤，最大生产能力≥ 420kg/h）吹膜机组成功使用业绩。

证明材料：须提供业绩合同关键页及FFS 重质包装膜及冷拉伸套管膜设备有效的验收报告复印件。证明文件应反映合同签订日期、供货范围及型号、装置类型及规模。若业绩合同关键页没有体现设备最大生产能力等信息，可在合同关键页基础上额外附上技术协议等包含设备最大生产能力等信息的文件。上述资料如不提供、或有虚假信息，其业绩将不被认可。

6) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2025年5月6日至2025年5月13日在下列地点网上报名和下载招标文件，平台使用及技术支持费为1000元人民币或150美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

*3.Qualification requirements to the bidders:

5）Performance requirements：From January 1, 2021 to now (subject to the contract signing time), the bidder has at least 6 sets of FFS heavy packaging film (three-layer co-extrusion, maximum production capacity of ≥ 450kg/h) blown film units and 1 set of cold stretch casing film (three-layer co-extrusion, maximum production capacity of ≥ 420kg/h) blown film unit successful use of performance in the project of heavy packaging film in China.

Supporting documents: Key pages of the performance contract and copies of valid acceptance reports of FFS heavy duty packaging film and cold stretch casing film equipment shall be provided. The supporting documents should reflect the date of contract signing, scope and model of supply, type and scale of the device. If the key page of the performance contract does not reflect the information on the maximum production capacity of the equipment, you can attach additional documents containing the information on the maximum production capacity of the equipment, such as technical agreements, etc., on the basis of the key page of the contract. If the above information is not provided, or there is false information, the performance will not be recognized.

6)The Joint Venture will be not accepted.

The Tendering Authority and the Bid Evaluation Committee reserve the right to verify the original documents. If any falsification is found in the above qualification certificates, performance records, or related materials, the bid shall be rejected.
